The purpose of the event is to gather market research while providing information on the program, inform industry of potential program requirements, and to provide a Question & Answer (Q&A)/networking opportunity. Please note that while all vendors are welcome to attend, the one-on-one sessions being conducted the afternoon of the 29th and the morning of the 30th will be held with NETCENTS-2 Application Services small businesses only. Attached please find the Industry Day briefing charts, the registration information and form, and directions to the Reed Center. Additionally, attached please find the PWS and appendices as well as a tentative CLIN structure. Lastly, attached are government responses to questions previously generated by industry. The purpose of this effort is to deliver an integrated Supply Chain Planning Service to enhance weapon systems support at Air Force Sustainment Center (AFSC) locations. By using this Service, the United States Air Force (USAF, or equivalently, AF) desires to consolidate legacy system-driven processes, create a more efficient supply chain planning workforce, and improve inventory performance for maintenance operations while improving warfighter support through agile and integrated planning processes with a robust exception management and analytics capability. The Service Provider-enabled future state shall be characterized by streamlined, enterprise business capabilities; efficient and accurate data management and consumption; and a modernized IT Service that is cost effective and can adapt to future needs. ESCAPE's scope is to improve the Air Force's supply chain planning capabilities, enabling more effective warfighter combat support, and enhanced supply chain decision making. ESCAPE consists of the following mission area capabilities: •· Demand Planning - The Demand Planning process estimates customer orders and produces a collaborated demand plan for each segment of the supply chain. Demand Planning shall include the capability to provide independent (unscheduled) and dependent (scheduled) forecasts, forecasting algorithm expert selection, and for application of causal factors such as flying hours. •· Inventory Planning (or optimization) - Inventory Planning is the process of mapping the Demand Plan to location-specific inventory levels, subject to financial constraints. The Inventory Planning capability shall include achieving specified weapon system availability while simultaneously minimizing inventory investment. This shall be accomplished through Readiness Based Sparing principles and business rules. •· Supply Planning - Given inventory levels via Inventory Planning, the capability shall resolve how those levels are to be maintained. This shall be accomplished by producing a Supply Plan to drive repair, purchase and (re)distribution orders to correlate with future demands. Integral to supply planning is Distribution Planning. Distribution Planning is a key element in aligning assets to support immediate weapon system availability requirements (Not Mission Capable Supply) and proactively managing material shortages at maintenance locations. •· Exception Management - The capability shall include a robust error reporting and event management capability to alert users to pertinent information, and make autonomous recommendations to reconcile exceptions within discrete planner work queues. •· Performance Management - Consists of analytics, data stratification, metrics, reporting and dash-boarding capabilities to support root-cause and what-if analyses to be performed by the Government, as well as the Service Provider.
