- Draft PWS RFI The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for C-130 FMS Technical Manual development. The Contractor shall accomplish an onsite technical publications study and survey of FMS country's C-130B/E/H aircraft. The purpose of the site survey is to inspect the aircraft and aircraft technical publications to collect all the necessary information to update and/or create customized manuals reflecting the current aircraft configurations. The contractor shall develop and deliver a report at the conclusion of the survey that provides a recommended technical approach and cost associated to develop, deliver, and sustain customized FMS country's C-130 Technical Manuals. After completion of the site survey, the contractor shall develop, integrate, deliver and sustain Lockheed Martin C-130 aircraft Technical Manuals (Standard Maintenance Program and Flight Manuals), Country Standard Technical Orders (CSTO) and United States Air Forces (USAF) Technical Orders for Foreign Military Sales (FMS) countries. Technical Manual format styles will be such as but not limited to Organizational Maintenance Management System (OMMS)/Job Guide, Legacy -2 manuals and Standard Maintenance Program (SMP) format.
