- Notice of Intent to award a sole source contract modification. Under the authority of Federal Acquisition Regulation clause 52.217-8 and Part 6, Subpart 6.302-1 (only one source), the Mission and Installation Contracting Command, Installation Contracting Office at Fort Riley, KS intends to contract with Konica Minolta Business Solutions, USA, 2120 Washington Blvd STE 450, Arlington, VA 22204-5714 on a sole source basis a service that provides 68 Multifunctional Devices for use at Irwin Army Community Hospital (IACH) located on Fort Riley, Kansas. The projected period of performance, at the maximum, is six months. At the minimum, optional periods of performance may be exercised monthly up to the maximum of six months. This is a Sources Sought Synopsis; there is no solicitation available. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is published for market research and planning purposes only. The contract provides 68 Multifunctional Devices for Irwin Army Community Hospital in accordance with the attached Statement of Work. The period of performance will be January 1, 2016 to June 30, 2016. There is no defined requirement for a follow-on solicitation. There is no set aside for the solicitation. The size standard is $25.0M. Interested sources must submit detailed technical capabilities, pricing, and other information that demonstrates its ability to meet the Government's needs no later than the 15th day after this notice is posted. This is a sources sought synopsis only. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No proposals or quotes will be accepted at this time. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine sources available to the Government. This synopsis shall not be construed as a commitment by the Government implied or otherwise, to issue a solicitation or award a contract. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement. Additional Info: SOW: The contract is a lease for 68 multifunction devices (MFD quote mark S) for Irwin Army Community Hospital (IACH). The Contractor shall furnish all personnel, labor, supplies and equipment required to respond to calls for maintenance and required services for the multi-functional devices covered under the contract. The Contractor shall provide all repairs or replacements for the equipment as necessary. The contractor will supply all the service and consumable supplies (except paper and staples), Labor, all necessary maintenance and repair of equipment during duty hours, periodic preventive maintenance and key operator training on the MFD's as required. The MFD's must be compliant with both the Health Insurance Portability and Accountability Act (HIPAA) as well as Army guidelines that reference network security. The contractor will provide the Common Criteria EAL2 Evaluation and Certification for each of the MFDs. Certification is required by manufacture verifying that it is not aware of any method by which a user can access the network via the fax/telephone line connected to a multifunction networked copier/printer/scanner/fax. The MFD's also must provide Image Overwrite Security to run no less than once in a 24-hour period. The device must overwrite any temp files associated with print, scan, or fax jobs remaining on the hard disk to preclude violations of patient privacy/confidentiality (as pertains to the HIPAA federal law) by previously copied, printed, scanned, or faxed images being stored in the device memory. These two features are critical to multifunction networked copier/printer devices utilized in the healthcare environment. The MFD's must have the capability to disable/enable and restrict each capability such as print, copy, scan, and fax. The fax subsystem must be internally separate from other network functions. The MFD also must be Common Criteria Certified (or in the process) and targets should include hard disk data sanitization, hard disk data encryption, fax communications control, user authentication, system administration configuration, controller, and security audit logs. This is a firm fixed Price contract. Any response to this notice must show clear and convincing evidence that competition for this six month performance period would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, availability, pricing, and other information that demonstrates their ability to meet the Governments needs at a comparable price no later than the 15th day after this notice is posted. Detailed capabilities must be submitted to the address below. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. Industry interested parties that are able to meet the requirements are encouraged to submit an electronic letter of interest to this office within the time frame specified. Governments specific areas of interest are the suitability of this potential work for small business participation; is this work commercial contracting applicable; protecting Governments unlimited right to use contractor developed class improvements of the Government provided basic class material and to have unlimited rights in newly developed offeror material, for Governments continued use in the future. Interested businesses responding shall provide the Government, at a minimum, the following information as part of its submittal: (1) name of company and applicable CAGE code-include a contact person's name, title, telephone number and email address; (2) company address; (3) company size (please specify as either large, small, small disadvantaged, 8(a), woman-owned small business, historically underutilized business zone concern, veteran-owned small business, or service-disabled small business; (4) identify whether you are interested in this acquisition as a prime contractor or subcontractor. All interested parties shall be currently registered in System for Award Management (SAMs) https://www.sam.gov/sam/ under the NAICS code above. All interested parties shall also be registered, complete, and current in the ORCA system. If awarded, the awardee shall be required to submit all invoices for payment through the Wide Area Work Flow (WAWF) system. IAW FAR 5.207(c)(16)(ii) for FAR 6.302-1 Authority, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
