Description
The Naval Air Systems Warfare Center, Weapons Division, China Lake, CA intends to procure various production units only (no repair or modification services) of the Technique Control Modulator (TCM) Hydra on a small business set-aside competitive basis, with a 5 year Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract. It has been determined that a Lowest Price Technically Acceptable (LPTA) source selection process, in accordance with FAR 15.101-2, will be utilized. The evaluation criteria will be clearly identified in the solicitation. This requirement is for the Airborne Threat Simulation Organization (ATSO), whose primary function is to provide threat detection/countermeasures systems for use in the Test and Evaluation of Major Defense Acquisition Programs (MDAPs) and Fleet training programs. The Technique Control Modulator (TCM) Hydra is a seven slot VME-3U chassis with power and signal conditioning. When various configurations of commercial off the shelf (COTS) and custom VME-3U circuit cards are installed in the chassis, the TCM Hydra forms the basis for multiple RF threat simulators. The TCM Hydra is used with other AN/ULQ-21 countermeasures set modules and generates high fidelity RF signals. These signals are used to evaluate U.S. weapons systems, train Fleet operators and these systems are used throughout the weapons systems life span. These systems are used in laboratories and are also mounted in unmanned aerial targets for live fire development and operational testing.
