SOURCES SOUGHT SYNOPSIS: Automated Non-Destructive Fluorescent Penetrant Inspection System Sources Sought Number:FA8224-15-R-PENT Sources Sought Synopsis: 1. NOTICE: This is not a solicitation, but rather a Sources Sought to determine potential sources for information and planning purposes only. 1.1 The purpose of this sources sought is to conduct market research, and assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. In order to determine the best acquisition strategy for this procurement; the Government has proposed the North American Classification Systems (NAICS) Code 334519. 1.2 The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, HUBZONE, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice, if applicable, and identify small business status with regards to the identified NAICS code. Additionally, provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the potential teaming partners. We anticipate holding an industry day November 2015 at Hill Air Force Base, UT. 2. Program Details: 2.1 The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. The 809th Maintenance Support Squadron, Non-destructive Inspection (NDI), Hill AFB, UT is reviewing options to procure the design, manufacturing, installation, testing, training, and maintenance of a new or renovated fluorescent penetrant inspection system. Penetrant inspection is a method used to detect surface-breaking discontinuities (e.g., cracks, pits, etc.) in nonporous materials. The Government is seeking to replace its penetrant inspection system with an automated, application Method D capable system in accordance with Technical Order (TO) 33B-1-1 and TO 33B-1-2. The system will support the landing gear of a variety of aircrafts to include, but not limited to, the A-10, C-130, F-16, F-22, F-35 and T-38. PART I. What is your company's experience with automation of the liquid penetrant inspections systems? 3. What is your company's experience in training customers with using liquid penetrant inspection systems? 4. What types of warranties does your company offer with the liquid penetrant inspection systems? 5. Would your company be able to have the necessary skill set in place to begin performing services within thirty (30) days after contract award? 6. What is your company's experience in performing repair and maintenance tasks for the liquid penetrant inspection system?
