- NASA/LARC is hereby requesting information about potential sources for the Potable Water Phase 2 Construction Project. The Construction Specifications for this project are attached to this notice. Please review these Specifications to determine your capability for this project. The National Aeronautics and Space Administration (NASA) Langley Research Center (LARC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Potable Water Phase 2 construction project. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. SUMMARY OF REQUIREMENTS: Potable Water Supply Phase 2 project consists of 4 work packages: 1) replace building isolation valves; 2) replace cast iron pipe from the main supply to buildings with PVC piping; 3) replace 14 cast iron pipe along Langley Blvd with PVC piping; and 4) install water meters to facilities. Contract duration is approximately 725 calendar days. The anticipated contract will be between $1,000,000 and $5,000,000. The contract will be firm fixed priced. Performance and Payment bonds will be required for 100% of contract award. NAICS for this project is 237110 and the size standard is $36.5 million. We are requesting that all interested and qualified small businesses respond to this sources sought notice with a capability statement, which shall include at a minimum: (1) Offeror's name, address, points of contact with telephone numbers and e-mail addresses. (2) Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women-Owned small businesses shall be indicated on first page of submission. (3) The level of performance and payment bonding capacity that the company could attain for the proposed project. (4) Past performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects that are at least 90% construction complete within the past five years. The past performance information is limited to NO MORE THAN 8 PAGES and should include: a. Project Title, Location, General Description of the Project, and its relevance to LaRCs Potable Water Phase 2 project b. Scope of the project c. Size of the project d. Dollar value of the project (at least one should be greater than $1,000,000) e. The portion and percentage of work that was self-performed f. Whether the project was design/build or not g. Name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. All responses shall be submitted to Ryan Bradley (ryan.d.bradley@nasa.gov) no later than 5PM EST on Thursday, November 5th, 2015. Please reference LARCPotableWater2016 in any response.
