- The Fleet Logistics Center Norfolk Contracting Department, Groton Office requests responses from qualified vendors capable of providing Navy Expeditionary Combat Command (NECC) with a support team of Subject Matter Experts experienced in Explosive Ordnance Disposal operations, Counter IED, NECC Training evolutions, tactical vehicle operations and logistical support roles. Based on the results of Source Sought Notice N00189-16-R-XXXX this requirement will be solicited as a 100% Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code for this requirement is 611699 “ All Other Miscellaneous Schools and Instruction and the size standard is $11.0M. This requirement will be for a base year with the potential for 4 options. This is a SYNOPSIS for Acquisition of Commercial Services prepared in accordance with the information in FAR Part 12 and FAR Part 15 Contracting by Negotiation as supplemented with the additional information included in this notice. This synopsis shall be posted on both the FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00189-16-R-G002 and will be available by 23 Oct 2015 with an anticipated closing date of 03 Nov 2015. Questions regarding technical or contractual issues must be addressed to the Contract Specialist via e-mail or fax ONLY. This solicitation incorporates provisions and clauses in effect through FAR and DFARS. It is the offerors responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.acq.osd.mil. Lack of registration in the System Award Management (SAM) database (www.sam.gov) will make a vendor ineligible for award. NO OFFERS WILL BE CONSIDERED WITHOUT DFARS PROVISION 252.209-7992, 252.203-7998, 252.203-7999 RETURNED WITH QUOTES. Payment will be made with Wide Area Work Flow.
