- Department of Veterans Affairs (VA), Technology Acquisition Center (TAC) and Financial Services Center (FSC) Vitria BusinessWare Programming Support Services The purpose of this Sources Sought Notice is to search for qualified service-disabled Veteran-owned small business vendors capable of meeting the requirements to provide Vitria BusinessWare Programming Support Services. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposals. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. It is based upon the best information available and is subject to future modification. This request does not commit VA to contract for any supply or service whatsoever. VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that VA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the responder's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. Responders are fully responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. All submissions become Government property and will not be returned. This RFI is for VA FSC and requires the vendor to provide Vitria BusinessWare programming support services. The general requirement is for Contractor personnel (potentially up to 6 full time equivalents) with documented expertise in: software development and maintenance services, as well as developer/architect expertise to perform system development life cycle tasks in the development and support of Vitria BusinessWare based applications. See Performance Work Statement (PWS) Attachment 1 Labor Category requirements. " The Contractor shall provide broad based Vitria BusinessWare programming support services. The following expertise is required: oVitria BusinessWare. oHealth Insurance Portability and Accountability Act (HIPAA). HIPAA expertise is required in order to understand the legislative mandate and its impact on the Chief Business Office eBusiness initiatives. oElectronic Data Interchange (EDI). " Vitria BusinessWare projects will be assigned as each VA-FSC service request is approved. Examples of the type of work required are: oAnalysis, design, development, testing, and implementation of the necessary applications to support the HIPAA mandated transactions set versions. oMigration of all components from an unsupported Vitria BusinessWare version to VA-FSC approved version of the software. o " Overview of VA-FSC IT Vitria BusinessWare Infrastructure and technical environment: "VA FSC IT Vitria BusinessWare Software Infrastructure This is a Middleware Integration platform that uses Java and related technologies, e.g. J2EE "VA FSC IT Vitria BusinessWare Hardware Infrastructure The infrastructure consists of: o BusinessWare 3.x platform This is hosted on Solaris 8 servers with Oracle 9i database at the backend. o BusinessWare4.x platform This is hosted on Solaris 10 servers with Oracle 11gR as the database and SUN One as Directory Server Lightweight Directory Application Protocol. Note: The Vitria BusinessWare solution is currently hosted at the Austin Information Technology Center. This center is located within a few miles from the FSC and follows all VA security regulations. Please see the attached PWS for additional information and details. How to Respond: Interested parties are encouraged to reply to this RFI no later than Thursday October 22, 2015, 12:00 noon, Eastern Time by email to Peter Lewandowski, peter.lewandowski@va.gov. 1. Capability Statement - No more than 10 pages. Please describe current capabilities especially proposed personnel capabilities with Vitria BusinessWare/HIPPA/EDI expertise, as well as company experience in meeting PWS requirements. As stated above, interested parties are advised to note key requirements in PWS. Please include the following descriptive information in your capability statements: name of company, point of contact, telephone number, email address; company address, size of business, and GSA schedules if any. 2. Comments and Feedback - no more than 10 pages. Interested parties are encouraged to respond to this RFI with their comments, concerns, questions and overall feedback. Additionally, please indicate whether the requirement is sufficiently detailed and clear for your comprehensive response. If not, propose your suggested changes.
