Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to the Boeing Company to procure the integration of Increment 3 capabilities and architecture upgrades into the P-8A aircraft. NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". Pursuant to DFARS 206.302-1(d) and PGI 206.302, a sources sought notice was posted for this requirement. This effort will consist of integration and test of several GFE systems, while maintaining a consistent Integrated Logistics Support strategy and engineering discipline of the P-8 baseline program. In order to perform under the planned contract actions, an alternate source would require access to technical data associated with the P-8A Increment 3 efforts that has been, or will be developed by the Original Equipment Manufacturer (Boeing) during the System Requirements Review and Critical Design Review Capabilities Integration. NAVAIR does not have unlimited rights in this data. Additionally, any alternate source would be required to begin the Platform Integration effort by the 3rd quarter of FY17 and complete it by 1st quarter FY23. This notice of intent is not a request for competitive proposals. Capability statements were previously requested and considered by the agency under the sources sought synopsis posted to FBO on 16 September 2015.
