- PERFORMANCE WORK STATEMENT The Mission and Installation Contracting Command (MICC) - Fort Bliss, TX: This is a sole source synopsis published for informational purposes only. The Government intends to negotiate with only one source under the authority of 10 U.S.C 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. This proposed procurement will be a sole source action under North American Industry Classification System (NAICS) code 562111 - Solid Waste Collection and the Size Standard is $35.5M. This proposed action is to issue a short term bridge contract award for Solid Waste Management, Collection and Disposal of solid waste materials generated by the Fort Bliss, TX installation. All containers, trucks and other equipment are contractor provided and personnel must possess the skills, knowledge and training to perform the services. The awarded contract will have an anticipated period of performance from 01 November 2015 to 30 April 2015 (six (6) months) and possibly 24 month extension depending on the market research received from this notice. This bridge contract will include FAR clause 52.217-8, Option to Extend Services to allow for a possible six (6) month extension, as needed. This short term award will be issued to provide continuity of services to Fort Bliss until such time that MICC-Fort Bliss is able to successfully award a longer term contract. The proposed source is Moore Service, Inc., 10540, Montwood Dr., TX, 79935. A determination by the Government not to compete this short term proposed contract award is based solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. The Government is also seeking industry review and comments regarding a further course of action to possibly extend the 6 month bridge by 18 months to a total of 24 months. The Government may incorporate into a solicitation any information or comments resulting from this request that is determined to be useful. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Industry is requested to review the attached questions and provide comments/feedback that will assist the requiring activity in refining its requirement. Respondents should not submit any proprietary information when responding to this RFI. All comments/questions will be evaluated to reflect any changes the requiring activity deems necessary to make. BACKGROUND: This will be a fiscal year 2016 requirement to establish a non-personal service contract to provide Refuse Services, at Fort Bliss, Texas. The Government shall not exercise any supervision or control over the contract service providers. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. OBJECTIVE: The Government is soliciting industry feedback relative to a future contract effort. The purpose of this RFI is to: 1. Improve the understanding of Government requirements and industry capabilities, 2. Allow potential offerors to judge whether or how they can satisfy the Government's requirements, 3. Enhance the Government's ability to obtain quality services at reasonable prices, and 4. Increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. THIS RFI IS NOT A REQUEST FOR PROPOSAL. The Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. This is a tool to receive feedback from industry regarding the refuse services solicitation and data provided. The NAICS for this requirement shall be 562111 Solid Waste Collection and its size standard is $38.5 Million. The Government is not obligated to and shall not pay for any information received from respondents as a result of this RFI. ANTICIPATED PERIOD OF PERFORMANCE: Base Period 1 Nov 2015 - 30 April 2016. Possible extension period of 18 months: 1 May 2016 - 31 Oct 2017 REQUIREMENT: A Firm-Fixed-Price Single Award Indefinite Delivery Indefinite Quantity performance based contract is anticipated for this requirement. Task Orders will be issued and it is anticipated that they will be administered by the same contracting office. SUBMITTAL INFORMATION: (1) Would a performance period of 18 months be long enough to make this contract worth the effort for you to submit a competitive proposal? (2) Do any of the following conditions prevent you from proposing on this requirement? a. The requirement for operating the landfill, which is currently scheduled to close by July 2016. b. The requirement to cooperate with another contractor who will be contracted to close the landfill? c. The requirement to price by the ton. d. The Army's requirement through NetZero to decrease the amount of solid waste for disposal. e. The requirement for GPS equipment on the trucks. f. Any other concerns you may have which would prevent you from proposing on this requirement. At this time the Government does not believe that competition is appropriate for the 18 month contract. We await feedback from industry on this issue and we appreciate your time and your candid responses to the questions above along with any additional data which would assist the Government in deciding on any further course of action. (3) The Government will not honor telephonic responses. (4) RESULTS INFORMATION: RFI responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. The market research received will be used to determine if sufficient interest for competition of an 18 month contract exits.
