- This notice serves as a pre-solicitation notice for procurement of continued support for Government Advisory and Assistance Services (A&AS) requirements, in the form of a short-term bridge, currently covered by a Technical and Acquisition Management 4 (TAMS 4) contract. This acquisition is contemplated as sole source under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)), to OASIS SYSTEMS LLC, 24 Hartwell Ave Lexington, MA 02421-3103. Subcontracting opportunities should be addressed to Michael Lubrano at phone (781) 879-1445 or e-mail at MLubrano@OasisSystems.com. Specific requirements include A&AS Support for the Air Force Test Center (AFTC), Air Force Research Lab (AFRL), Eglin AFB tenant organizations and associated activities at Holloman AFB NM, Melbourne AFB FL, Hurlburt Field AFB FL, Seattle AFB WA, and Langley AFB VA; to include the ability to post hiring requirements for the required durations, hire and transition a large qualified workforce, successfully put that workforce through the JPAS system, establish base and facility clearances, process security clearance transfers, and establish the needed billing and payment accounts required, in a manner timely to avoid a break in these critical services. All responsible sources may submit a capability statement which shall be considered by the Government. Any capability statement will need to demonstrate how the source can provide these services and meeting the 1-month transition deadline, and may not exceed three 8.5"x11" pages in total. Date of closing response to this notice is 03 November 2015. A n Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
