Description
The U.S. Army Corps of Engineers, Engineering Research and Development Center (ERDC), Contracting Office intends to solicit and award on a sole source basis under the authority of FAR 13.501(a)(1) to Raytheon BBN Technologies Corp., 10 Moulton St, Cambridge, MA 02138-1119 (Cage Code: 3U6L5 ) for Sensor Testing Services. It has been determined that only one source is reasonably available to fulfill this requirement. The NAICS code for this requirement is 541712 with a size standard of 500 employees. Nature and/or description of the action being approved: ERDC has the responsibility for testing, evaluating, and designing new sensor options for the Border Tunnel Activity Detection System - Point (BTADS-P) aimed at defeating the enemy through identification of tunnel construction and use. ERDC leads a team assembled to rapidly develop crucial technology to support the war fighter. Award of a contract to Raytheon will allow them to participate and provide support for the Government's testing, demonstration, evaluation, and concept of operation (CONOP) deployment. Geotechnical and Structures Laboratory (GSL) has a requirement under direction from the Joint IED Defeat Organization (JIEDDO) to perform a proof of concept test of fixed site sensors to be used in tunnel detection. This system is used to identify digging and other tunnel use activities around a perimeter. Raytheon will provide sensor installation, tuning and signal processing for these sensors. Identification of Statutory Authority permitting other than full and open competition: Contracting without providing for full and open competition under this acquisition may be accomplished pursuant to the authority 13.501(a)(1) of the Federal Acquisition Regulations. Demonstration of the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: The Border Tunneling Activity System (BTADS) was developed by BBN Technologies Corp. under contract #W912HZ-08-C-0042 for the US Army Corps of Engineers, ERDC. BBN Technologies is now a part of Raytheon. The BTADS and its predecessor Tunnel Activity Detection System (TADS) are seismic-acoustic monitoring systems that have been deployed within the Continental U.S (CONUS) and Outside the Continental U.S. (OCONUS) sites since 2007 and have been highly successful in detecting and localizing tunneling activity (access/egress) in both border and perimeter (enclosed compound) configurations. The software is under a joint government patent with BBN and ERDC. Any changes and testing would require their expertise. For this reason Raytheon BBN Technologies Corp. is uniquely equipped to perform the prior mention services. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All interested responsible sources who feel they are capable of fulfilling this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be in writing and must be provided in sufficient detail to clearly demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Any information submitted shall be furnished at no cost or obligation to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement shall be submitted to Brian Gladney at Brian.T.Gladney@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 5 days from the posted date of this notice.
