- Description
- The Centers for Medicare and Medicaid Services (CMS) intends to negotiate on a non-competitive basis an extension of the period of performance of contract "National Fraud Prevention Program Predictive Modeling / Fraud Prevention System ("FPS1")" HHSM-500-2007-00014I / HHSM-500-T0004 with Northrop Grumman Information Technology, Inc. The purpose of FPS1 is to implement predictive modeling and other analytic technology systems that are capable of reporting alerts based on risk scoring applied to near real-time claims. The extension beginning on January 1, 2016 (not to exceed 15 months) will provide continued support required to maintain an operational FPS1. There is currently an ongoing procurement for the Fraud Prevention System2 ("FPS2"). Until the new contract is awarded and the FPS2 system is operational, continued support of the FPS1 system is required as many users depend on the output of FPS1 for their day to day activities (law enforcement, investigators, and CMS personnel). The contractor will maintain uninterrupted services until such time as the transition is complete. This sole source modification is being conducted pursuant to the authority of 41 U.S.C. 253(c), as implemented by FAR 6.302-1, that only one responsible source and no other type of supply or service will satisfy agency requirements. This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to perform this work within 15 days after posting. A determination by the Government not to compete this action based on the response received is solely within the discretion of the Government. The Contracting Officer for this action is Tonya D.
