Description
White Sands Missile Range (WSMR), New Mexico The Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) for the receipt, storage and issue of bulk jet fuel (JP8), ultra-low sulfur diesel, MUR, and E85 fuels. The contractor shall perform services to include fuel operations, maintenance, support operations, management, and administration pertaining to the receipt, storage, handling, and issue of Government-Owned Fuel Product. The contractor shall provide Contractor Owned, Contractor Operated (COCO) bulk and retail fuel storage services, and alongside aviation refueling services at White Sands Missile Range (WSMR), New Mexico. The contractor shall establish, operate, and maintain one COCO bulk and retail fuel storage service, an alongside aircraft refueling service point, and one retail service point at sites designated by the Government. Specific requirements for each site will be listed in Appendix E of the PWS (which shall be posted at issuance of the solicitation). The contractor will provide fuels management services to include alongside aircraft fuel delivery, operation and maintenance of bulk fuel facilities, inventory accountability, fuel operations, product receipts, bulk product issues, automated dispensing key management, product quality, and environmental compliance at WSMR, New Mexico using best commercial standards. The contractor shall be responsible for and furnish as required all personnel, equipment, material and/or facilities necessary for providing these services. DLA Energy will follow source selection procedures utilizing the Best Value / Tradeoff evaluation process in accordance with FAR 15.101-1 for this acquisition. The base period of performance for the resulting contract will be four years, with three five-year options and a six one-month extension for a possible 19 years and 6 months contract. Performance is expected to begin on or around September 2016. This solicitation will be conducted using unrestricted full and open competition; the NAICS code is 493190 and the threshold is for SB is $27,500,000.00 in annual receipts. All responsible offerors may submit an offer for consideration. A pre-proposal conference is tentatively scheduled for December 6-10, 2015 at WSMR, NM.
