- Project Description: The US Army Corps of Engineers, Jacksonville District, intends to provide non-personal services contract to provide a market value appraisal of a proposed, perpetual flowage easement to entirely encumber a parcel of approximately 10 acres known as the Airboat Association property located at 25400 Tamiami Trail, Miami-Dade County, Florida. The property is described under Parcel ID number 30-4711-000-0090 in the Miami-Dade County Property Appraiser records. The narrative appraisal report must be prepared in compliance with the Uniform Appraisal Standards for Federal Land Acquisitions ( quote mark Yellow Book quote mark ) and Uniform Standards of Professional Appraisal Practice (USPAP). The contractor/appraiser shall provide all personnel, engineering, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a narrative appraisal report of the subject property as defined in the Performance Work Statement, except for those items specified as government furnished property and services. Specifically, this appraisal will require the additional services of a licensed Florida consulting engineer (PE), with demonstrable eminent domain experience, to provide an engineering analysis of the proposed flowage easement as well as to analyze the need for any required cure plan with estimated costs that would be required, if financially feasible, to restore the utility and functionality of the property to the greatest extent possible. The engineering analysis must also include support for the required permitting of any proposed cure by any authority with jurisdiction in the permitting process. A firm-fixed price commercial item contract is considered for this acquisition. The contract award will be delivered within 60 days of award. This acquisition is 100% set-aside for small business.
