Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Universidad Politecnica De Valencia located in Spain, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for providing a Seawater Complex Permittivity Measurement System. The unique technical specifications of this system measures the real part of the relative permittivity to within 0.5% and the imaginary part of the relative permittivity within 2%. This resonant fixture resonates at 1.413 GHz when loaded with seawater and is able to measure the complex permittivity of seawater over a salinity range of 30 - 40 psu and over a temperature range of 10 - 35 °C. Along with the measurement fixture, a full-wave electromagnetic model will be incorporated into a software program, which calculates the complex permittivity of the seawater from measurements of the fixture's resonant frequency, quality factor, and geometrical dimensions. The NAICS Code is 334513- Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a Size Standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Universidad Politecnica De Valencia for this requirement. Interested parties that can demonstrate that they could satisfy the requirements listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 11/9/2015. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted so that they are received at angela.hitt@nist.gov no later than October 23, 2015 at 1:30 p.m. MST.
