This contract action is required to ensure integrated logistics development, Equipment Alteration and Installation, Fleet Support and Life-Cycle product supportability across Undersea Warfare (USW) programs. The upcoming contract will consist of a base year with four one year options and will include line items for product supportability and integrated logistics support, installations, materials and travel/other direct costs. Program Executive Office Integrated Warfare Systems (PEO IWS 5) provides integrated USW Combat Systems Management, Fire Control, Command and Control, and On-Board Training to enable surface ships to engage USW targets. These state-of-the-art systems are comprised of integrated subsystems that provide USW search, detection, classification, localization and weapon prosecution for surface ships in both littoral and open ocean environments. Current USW systems provide major capability improvements through hardware and software upgrades using an Advanced Capability Build (ACB) process. The following information is provided: Offerors may submit written questions requesting clarification of solicitation requirements in accordance with Section L of the solicitation. In order to obtain a copy of the Competition Library, Offerors must submit to the Contract Specialists, with a copy to the Contracting Officer, a completed DD Form 254 (Attachment 1) indicating that the requesting company has a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. The Government will then issue a "Terms of Use" letter to the requesting company upon the Government's receipt of an approved DD Form 254. The "Terms of Use" letter shall be signed and returned to the Contract Specialists, with a copy to the Contracting Officer. The GFI will then be mailed to the address provided or available for pickup. IMPORTANT INFORMATION FOR PROSPECTIVE OFFERORS: Registration in the DoD Central Contractor Registration (CCR) database will be a pre-requisite for receiving an award.
