- Description
- This is a pre-solicitation notice for USACE requirement entitled "FY14 Fire Station at JBLM, WA PN 76776" which was previously solicited under RFP # W912DW-15-R-0024 then cancelled. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the SBA Seattle District Office and other 8(a) construction firms with a bona fide place of business within the geographic competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. The assigned SBA Requirement Number is 1013/15/502575. It has been determined that responses to this acquisition will be limited to 8(a) Small Business firms and the assigned NAICS code. The award will be made to the Lowest Priced Technically Acceptable (LPTA) proposal. The USACE Seattle District has a requirement for the construction of a two story fire station facility which will be located at Joint Base Lewis McChord (JBLM), WA in the vicinity of Gray Army Airfield (GAAF). The new facility will be constructed near the intersection of Stryker Avenue and South 18th Street. The new facility will include operational, training, administrative, lodging, and support spaces, and will accommodate approximately 44 permanently-assigned personnel. The construction costs of this project will be subject to the disclosure of the magnitude of construction project, Department of Defense Federal Acquisition Regulation (DFAR) 236.204, between $10,000,000 and $25,000,000. The completion period is not to exceed 540 calendar days after NTP. The NAICS code for this project is 236220 with a small business size standard of $36.5M. The solicitation will be a Design-Bid-Build [DBB] competitive RFP in accordance with procedures outlined Federal Acquisition Regulation (FAR) Part 15 and will include non-price and price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation.
