- 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. 2. PURPOSE: The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 Other Aircraft Parts and Auxiliary Equipment Manufacturing which has a corresponding Size standard in number of employees of 1,000. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar efforts offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.1. This is a SSS for market research purposes issued by the 309 SMXG program office at Hill Air Force Base, UT. 2.2. This SSS is to determine the availability and adequacy of potential sources prior to determining an acquisition strategy and contract strategy. There is no solicitation available at this time. Requests for a solicitation will not receive a response. 3. PROGRAM DETAILS: This program is to purchase four Multiplex Bus Fault Isolator (MBFI) test equipment prototypes with USB cable to satisfy the needs of the F-16 Program Office. This purchase is to provide prototype Serial Interface Box (SIB) faceplates with the USB capability and functionality. The F-16 MBFI SIB faceplate is used to read input and output of power voltages from an external bus. The SIB faceplate is the central interface between a computer, adapter cables and the aircraft bus. Government furnished property will include MBFI SIB Performance Requirements Specifications and MBFI SIB Drawings available on CD. The Contractor is required to use exact part numbers on the parts of the SIB faceplate that does not change with the faceplate modification to ensure the SIB faceplate modification can withstand environmental conditions at the current SIB has been proven to hold up to extreme heat and cold. Data deliverables. The Contractor shall provide detailed Level 3 design drawings containing specific components and specifications to match Attachment 1 for all associated components of the SIB faceplate system/subsystems. The drawings will be owned by the Government and marked with Unlimited Data Rights. Attachment 1 SIB FACEPLATE MODIFICATION REQUIREMENTS •1. Provide 4 SIB faceplate prototypes which add USB capability to the MBFI SIB. •a. Provide a working SIB faceplate prototype to replace the existing SIB faceplates to ensure form fit and function. •b. Verify the new USB cable will interface with the change to design found in ID 001. •2. Provide a USB cable and USB cable design to interface with CCA/Motherboard design in ID 001. •a. Verify the new USB cable will interface with the change to design found in ID 001. •3. Create/Update SIB faceplate board layout (Gerber build files for JEDMICs). •a. Verify the new drawings are complete and correct to be submitted into JEDMICs. •4. Provide testing and results to the Program Office, Contractor and 520 SMXS. •a. Perform acceptance testing to ensure functionality to the delivered design. •b. Ensure appropriate testing to accept the prototype and ensure all testing passes as expected. •5. Quantity of SIB faceplate(s): 4 •6. SIB faceplate will be manufactured to Part Number: Refer to drawings provided on CD •7. SIB faceplate design must be designed to interact with controller card Part Number: Refer to drawings provided on CD •a. Controller card with the USB connection. •8. SIB faceplate design must consider relay card Part Number: 98747-201028169 •9. SIB faceplate design must consider controller card Part Number: 98747-201028166 •10. SIB faceplate design will NOT consider controller card Part Number: 98747-965837 •11. SIB faceplate design will NOT consider relay card Part Number: 98747-965832 Delivery. The Contractor shall deliver complete SIB faceplates as a unit. Delivery of the 4 SIB faceplates shall be within 45 days after receipt of award. Contractor shall specifiy warranty and warranty period. The Air Force is interested in feedback regarding these requirements to assist with acquisition planning and program strategy. 4. DISCLAIMER This SSS is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This SSS does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this SSS. All costs associated with responding to this SSS will be solely at the responding party's expense. Any resulting procurement action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release. The information received will be utilized by the Air Force in developing its acquisition strategy, Statement of Objectives, Statement of Work, Purchase Description, and Specification. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information be submitted, it should be marked "PROPRIETARY," and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. 5. INSTRUCTIONS FOR RESPONSE: Interested parties are invited to submit a response, by email to Contracting Officer Dawn Schmidt at dawn.schmidt.1@us.af.mil, not to exceed 10 one sided pages, to this sources sought in the form of a Statement of Capabilities (SOC) to the Government. The SOC needs to include demonstrated experience of the requirements above. Information submitted must be pertinent, specific, and cover the following areas: 5.1. Company Name and Cage Code 5.2. Is company foreign owned? 5.3 Email address and phone number of Company POC 5.4. Suggested NAICS 5.5. Business Size Classification for 336413 NAICS and qualification, and if any, as a sub-category (i.e., 8a, HUBZONE, SDVOSB) 5.6. Would your company be a prime or a subcontractor 5.7. Production lead time for task performance (i.e., How long to produce first article?) 5.8. Experience: Provide an outline of previous projects and/or specific work experience in relation to the above mentioned criteria. Include a brief description of demonstrated experience and familiarity of MBFI SIB faceplates. 5.9. Personnel: Provide evidence of functional expertise in program management, manufacturing, engineering, contract administration, configuration management, and logistics at a minimum. Please provide assurance that each function can be performed. 5.10. For planning purposes, provide a Rough Order of Magnitude (ROM). 6.
