Background The FAA currently operates a number distinct secondary radar systems for terminal and en route aircraft surveillance in the nation ™s airspace. These secondary radar systems are the Air Traffic Control Beacon Interrogator Model 5 and 6, and the Mode Select Beacon System (Mode S) Sensor. The Mode S has passed the end of life cycle and has required Service Life Extension Program (SLEPs) to continue operational service. Sustainment and upgrade programs can keep these radars operating in the near to mid-term. For the long term, the FAA recognizes that replacement of these radars is the best option. Approximately 68 Mode S systems will be decommissioned starting sometime after the beginning of 2020. A total of 80 remaining systems to include all En Route domain Mode S systems, 45 core airport Terminal domain systems, 3 mobile systems and 8 support systems. The Next Generation Backup Surveillance Capability (NBSC) Program is currently in the investment analysis phase and is scheduled to begin replacing the remaining secondary radar systems in 2026. Introduction/Purpose The purpose of this Market Survey is to determine whether or not adequate industry competition exists, should the Government proceed with this procurement, and to determine the feasibility for participation by small business, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses (SEDB) that are certified by the Small Business Administration (SBA) for participation in the SBA ™s 8(a) Program. The FAA has a requirement for a comprehensive solution(s) to address several issues of immediate concern impacting the operational readiness, sustainability and maintainability of the Mode S system including but not limited to the following: a.Resolve numerous supportability and maintenance issues that have surfaced over the years since the system was initially fielded in 1987. b.Provide for consolidation of components and functions. c.Consider potential future supportability and maintenance issues. d.Requires the use of COTS and non-proprietary hardware and software unless an exemption or waiver is approved. e.Must encompass the remaining 80 Mode S systems used by the FAA in the National Airspace System (NAS). f.Should be designed to extend the life of the Mode S to at least 2026 by solving current and future supportability issues. g.Project performance period is October 1, 2017 to September 30, 2021. The FAA is seeking different possible approaches and recommendations that take into consideration NBSC and the fact that it might not be in the best interest of the Government or the flying public to keep these high maintenance systems in service until 2026. Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, unrestricted competition or a set-aside, or a combination of multiple awards will be chosen depending on the responses to the market survey. Accordingly, this Market Survey must not be construed as either a promise to award a contract or an obligation for the Government to provide compensation for information associated with the preparation and submittal of inquiries addressing this Market Survey. All information is to be submitted at no cost or obligation to the FAA. The FAA reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Responses will not be returned. Respondents will not be notified of the results of this survey or results of information submitted. The principle North American Industry Classification System code for this effort is 334511, œAir Traffic Control Radar Systems and Equipment Manufacturing. Submittal Requirements Interested vendors are requested to provide the following information by 30 business days after date of market survey release @ 1pm (EST). All (a-g above and 1-11 below) items must be answered with a response or not applicable. In addition, the response to each item must be clearly identified: 1. Provide the name and address of your company; URL of company website (if applicable), and Point of Contact with telephone number. 2. Do you have and use a Quality Assurance (QA) process? 3. Is your company ISO certified? 4. Does your company have experience in providing long-term depot level support? 5. Does your company market commercially available radar systems, radar components or the solution being proposed? 6. Do your commercially available radar systems, radar components or the solution being proposed meet the requirements of Attachments? Include a description of your potential solution(s) and what would be required to integrate your solution(s) into the Mode S system. 7. Provide a description of technical expertise or experience with radar systems, radar components or the solution(s) being proposed, as well as expertise or experience with FAA surveillance and automation programs. 8. Provide a description of the resources available to support the testing, implementation, and support of radar systems, radar components or the solution(s) being proposed to include an assessment of production capabilities and the expected delivery quantity per month and when the first unit could be delivered after a contract award. 9. Provide an itemized listing of potential COTS items to be included as part of proposed solution. 10. Completed Business Declaration Form (see attachment (3) and Small Business Administration 8(a) form if applicable. 11. Provide a Rough Order of Magnitude (ROM) that includes: (a) Unit price estimate to include a price listing for proposed COTSs; (b) If required non-recurring estimates. (c) Cost estimate for installation of solution at Mode S sites. (d) Cost estimate for life cycle repair and maintenance cost for proposed solution(s). (e) If proprietary hardware/software is included in proposed solution(s), provide a cost estimate and any restrictions in use. (f) Cost estimate for warranties included in proposed solution(s) and applicable discount terms. 12. Identify warranty policies, extended warranty programs, current prices and any quantity discounts. * This ROM will be used for planning purposes only. Submissions should not exceed 10 pages in length.
