- RFI - Description The US Department of State (DoS) through the Bureau of International Narcotics and Law Enforcement (INL) assists host nations for the renovation and rehabilitation of the Rule of Law components in Guatemala. The INL office located at the US Embassy-Guatemala is assisting the Government of Guatemala in the development of various components of the Police and Justice Systems. INL in coordination with the National Institute of Forensic Sciences (INACIF) is working together to accomplish specific goals. In July 2009, INACIF installed the Forensic Genetics Laboratory, this laboratory allows INACIF to process and present forensic reports on ADN evidence collected at the crime scenes. These genetic profiles individualize suspects involved in criminal acts, such as murder, sexual assault, as well as the determination of paternity cases in adoption and / or human trafficking. The Forensic Genetics Laboratory has strengthened the capacity of INACIF to present evidence on criminal procedures through the Guatemalan justice system. But the demand for analysis of ADN evidence increased, form 1,590 requests in 2010, to 3,817 requests for cases analysis, in 2012. The growing demand for the analysis of ADN evidences has created the requirements for results in less time in order to expedite the process and results of the analysis of evidence to be presented in court. The acquisition of the Express Forensic DNA Extraction System will benefit INACIF in the following areas: · Extract DNA in 2 hours, (this equipment will save 22 hours of extraction time. · Extract 13 ADN samples in 2 hours. · Standardized DNA extraction method, with faster a procedure, and zero human errors. · No need for validation, the system does the internal validation. · Ready for ISO 17025. · Feedback CODIS data base. · Highly efficiency system for forensic. · Cheap Maintenance and cheaper high quality consumables INACIF will have a faster response for the requirements of evidence for the prosecutors. It will guarantee trust, efficiency and quality process in all the genetics forensic reports, presented in the Guatemalan justice system. 2.0 Scope Project Deliverables: Automate Express Forensic DNA Extraction System Qty. 01 · Capacity 1-13 samples · Reaction Time: 30 minutes -13 samples · Forensic Analysis protocols. · External cards 512 KB (Memory Flash card) · Downloaded forensic protocols · Forensic Validation by the DNA Advisory Board 3.0 Training · Provide on- site training on the use and operational maintenance of the equipment for up to 5 students in Guatemala City for one week. · Training will be provided in Spanish and in Guatemala City at INACIF facilities. · Training materials shall be provided in both English and Spanish. Training and maintenance shall be coordinated with the Contracting Officer’s Representative (COR). 4.0 Maintenance & Warranty Provide comprehensive warranty and local maintenance support for the equipment including: 1. Installation and 2 years of warranty. 2. Training: one week in use and management of equipment 3. Two visits preventive maintenance (One each year) 4. Monthly visit to review operating equipment (12 visits each year) 5. Calls and requests of maintenance or the equipment during warranty period. 5.0 Delivery The training systems shall be delivered to US Embassy, Guatemala no more than 60-90 days after the receipt of the award by the Contracting Officer. Vendor shall consolidate the entire shipment to prevent loss and misdirection. Partial shipments are not allowed.
