Description
MSAT (Mobile Satellite) SERVICE The Federal Bureau of Investigation (FBI) is seeking information regarding satellite voice Push-To-Talk (PTT) service, and satellite telephone service to support its existing inventory of MSAT-G2 radios. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP), or a commitment for an RFP in the future. This RFI does not commit the Government to contract for any supply or service. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this announcement. The specifics are as follows: Background - The FBI satellite radios currently use LightSquared's SkyTerra-1 satellite utilizing the L-band frequency spectrum on the MSAT Network and provide auto-acquiring/auto tracking and GPS location information. Technical Parameters - The FBI will consider any service provider that can meet, but not limited to the following specifications: 1. Service provider must provide satellite half duplex PTT. 2. Service provider must provide traditional full duplex telephone service to and from the Public Switched Telephone Network (PSTN) as well as cellular and satellite devices using standard North America dialing plan. 3. Coverage must include, but not limited to North & Central America, Alaska, Hawaii, and the Caribbean utilizing FBI's existing G2 radios. 4. Service provider must support 15 talk groups and broadcast up to 9,999 users in each group. 5. Service provider must provide private mode talk groups. 6. Service provider must provide priority channel interruption. 7. Service provider must have direct access and management to maintain all current interoperability state and local talk groups and to access to ALL Satellite Mutual Aid Talkgroups (SMART). SMART talkgroups must include, but are not limited to J-SMART, L-SMART, NE-SMART, M-SMART, SE-SMART, G-SMART, MW-SMART, SW-SMART, W-SMART, NW-SMART, and CUSEC-1. 8. Service provider must provide direct administrative access with management and control of subscribers to the J-SMART talkgroup which is managed by the FBI. 9. Service provider must provide flexible interoperability using 3rd party interfaces into traditional Land Mobile Radio (LMR) equipment and/or systems. 10. Service provider must maintain continuity of existing service including ALL existing FBI-only talkgroups, both regional and national. 11. Service provider must maintain existing phone numbers of all active FBI MSAT devices. Proprietary information should be clearly identified. All information received that is marked proprietary will be handled accordingly. All interested vendors are requested to submit a Capability Statement addressing all technical parameters listed above. Vendors should include all additional capabilities that exceed the technical parameters listed. The Capability Statement will include a Rough Order of Magnitude (ROM) based on the FBI's anticipated contract award of one (1) base year and up to four (4) option years. All materials submitted will be kept by the FBI for market research purposes and will not be returned. The anticipated schedule of events estimates the release of an RFP by the first quarter of FY16 and the award date by the second quarter of FY16. Responses will be submitted via e-mail to Eliana York at Eliana.york@ic.fbi.gov. Responses are due no later than Friday 6 November, 2015, 12:00 Eastern Standard Time (EST).
