Description
Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to issue an Invitation for International Bidding (IFIB) to provide to the Strategic Commands ACT and ACO (Bi-SC) management and technical services as the Program Management Capability for Automated Information Systems (AIS). Delivery Location: The contract will cover services being accomplished at two locations, Norfolk, VA and Mons, Belgium. The split of the services will be 50% for each Strategic Command. Travel is required to Belgium and to Norfolk. This will be a Lowest Price Technically Compliant (LPTC) contract. Partial bidding is not authorized. The Department of Commerce reference for this project is IFIB-ACT-SACT-15-16. Potential prime contractors must 1) be pre-approved for participation in NATO International Competitive Bidding (ICB) and 2) be nominated to the bidders list by the U.S. Government and 3) have performed similar tasking to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and have appropriate professional training and experience in a related field. They must also be able to operate on the NATO Secret Network dealing with classified information. Therefore, contractor personnel working on NATO sites will be required to have individual SECRET security clearances. The contractor is responsible for ensuring that the Defense Security Service Operations Center forwards to the NATO contracting entity the required NATO security clearance certifications. REQUIREMENT The specific scope of the project will be to provide the Program Management Office (PMO) with the necessary skills to supplement the core staff for the duration of the implementation of the projects. This is programmed to be a period of 4 years (2 base years + 2 optional years). The current portfolio of the PMO covers over 30 different functional and core services, a multitude of general IT applications, and around 20 communications projects. The contract will ensure a level of flexibility and the same skill level for each of the technical and management services based on the PMO program of work priorities. This flexibility will be synchronized with the awarded years; this means changes from year to year. The contract will include a reach-back and surge capacity for technical and management services. The contracted services will be focused on the following technical and management areas: 1) Technical Services a. Requirements management b. Technical and operational architecture management c. Verification, validation and operational acceptance management d. Transition management 2) Management services a. Change management b. Project analysis c. Quality management d. Business change management and operational risk e. Program governance f. Risk and issue management BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES Firms should request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application) by: 28 October 2015 Please note, however, that HQ SACT will continue to accept nominations to the bidders list (DOEs) past the nomination deadline and up to the bid closing date. IFIB release (target): 02 November 2015 Contractors will be able to view the IFIB on or about 03 November 2015 at the following website: http://www.act.nato.int/contracting-procurements Bid closing (target): 04 January 2016 Period of performance: 01 April 2016 - 31 March 2018 with an option period of 01 April 2018 - 31 March 2020.
