Description
The Space and Naval Warfare Systems Center, Pacific (SSC Pacific) Shore Networks Branch, Code 41260, requires a contract to provide Shore Networks support which includes In-Service Engineering Agent (ISEA) support, Technical and Tier 4 Assistance, engineering, design, accreditation, integration, production, sustainment, Life Cycle Support (LCS) and upgrade support for Non-Integrated Shore systems, network components and network service solutions for Navy and Joint Department of Defense (DoD) shore units worldwide. The effort will support Navy Enterprise Networks programs such as Base Level Information Infrastructure (BLII) which includes Outside the Continental United States (OCONUS) Navy Enterprise Network (ONE-NET) and the "Piers" program; Global Information Grid (GIG); Next Generation Enterprise Network (NGEN); and Navy Messaging. This acquisition is a follow-on effort to a Multiple Award Contract (MAC) with a similar scope to this effort. The incumbent contract numbers are N66001-13-D-0029/0030/0031. The incumbent contractors are Booz Allen Hamilton, Science Applications International Corporation, and Engility. The ordering period of the predecessor MAC is 13 May 2013 to 12 May 2016. A market survey to determine small business capability was posted on SPAWAR E-Commerce Central on 27 April 2015 under reference number MKTSVY-1025D6. After thorough review of the small business respondents' capabilities, SSC Pacific intends to solicit the requirement using full and open competition with a reserve for one or more qualified small businesses. SPAWAR Systems Center Pacific intends to issue a solicitation (RFP N66001-15-R-0128) for a multiple award, Indefinite-Delivery, Indefinite-Quantity (IDIQ), Cost Plus Fixed Fee (CPFF) type contract for services and a Cost type CLIN for ODC (inclusive of ODC, Travel and Incidental Material). No fee will be allowed under the Cost CLIN. The contract is expected to have a base period of three years, with two one-year option periods. This proposed contract has security requirements at the Secret level. The annual estimated level of effort is 193,232 per year with a 5 year total estimated level of effort of 966,160 hours. The North American Industry Classification System (NAICS) Code is 541330 with a size standard of $38.5 million.
