- This is NOT a design-build procurement. The work includes the following: This is a DBB project that will construct a multi-story replacement clinic to provide primary medical care to Navy and Marine Corps personnel and their dependents. The clinic will provide outpatient behavioral health, occupational health and preventative medicine, physical therapy, optometry, diagnostic imaging, lab, pharmacy, ancillary patient and clinic support and administrative departments. Supporting facilities include utilities, site improvements, emergency generator, access road, and parking. The facility will be constructed with appropriate reinforced footings, structural frame, and exterior walls and roof. The exterior finishes will be compatible with the Base Exterior Appearance Plan (BEAP). Proper seismic protection will be included in the design. Supporting utilities and site work (curbs, rerouting of access roads, sidewalks and paving) will be included. The project will demolish Buildings 1057, 1058, 1080, 4100 and 4021. The project will be designed in accordance with Unified Facilities Criteria (UFC) 4-510-01, UFC 4-010-01 and the Americans with Disabilities Act (ADA/ABA). A one time pre proposal site visit is scheduled for 13 November 2015 at 9:00 a.m. HST. Please submit the names and Social Security Numbers of the attendees that do not have current MCBH passes. Rapidgate passes will not be honored at MCBH. Please submit this information no later than 09 November 2015 at 10:00 a.m. HST. Late requests will not be honored. Estimated range is from $75,000,000 to $125,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $36.5 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the Lowest Priced Technically Acceptable (LPTA) proposal. The technical evaluation factors are anticipated to be as follows: Factor 1, Experience; Factor 2, Past Performance; Factor 3, Safety; and Factor 4, Management Plan. The Request for Proposal (RFP) will be available on or about 05 November 2015. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274216R1312 after the RFP is issued. Printed copies or CDs of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain explicit access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project documents. Amendments will be posted to the FBO direct link at https://www.fbo.gov/fedteds/TDPN6274216R1312. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only available listing of plan holders. It is the responsibility of the offeror to check the NECO and FBO website periodically for any amendments or notices to the solicitation. All prime firms, including Joint Ventures and Limited Liability Companies are required to complete the System for Award Management (SAM) registration via the website at https://www.sam.gov. Correspondence after RFP closing will be via facsimile transmission, unless otherwise noted in the project documents, therefore, your proposal must clearly indicate a working facsimile number for your firm.
