- Description
- The Centers for Disease Control and Prevention, Office of Acquisition Services, Atlanta, Georgia, intends to solicit offers for Data Collation and Integration for Public Health Module Responses (DCIPHER) for Ebola Event Response Platform using full and open competition procedures. A contract will be executed through the issuance of Request for Proposal (RFP) number 2015-N-17649. The RFP will solicit services for an urgently needed, rapidly deployable, web-based IT platform that can integrate, manage, analyze, visualize, report on and share epidemiological, laboratory, mortality, contact tracing, travelers screening, and other data related to support public health response activities during Ebola or other viral hemorrhagic fever Modules in the United States and abroad. This platform will be conceptualized and designed with the intent to expand beyond Ebola to other public health Module responses and other surveillance activities, and be adopted as an all-hazards platform. The project will support the following objectives for data integration, management, analysis, visualization, and sharing: 1) collate and integrate critical epidemiological, laboratory, and contact tracing information, as well as other known and ad hoc data collections and systems using a platform designed with standardized processes; 2) provide role-based access to data; 3) create a web-based platform that facilitates stakeholder collaboration and allows secure real-time data sharing among state, local and other federal partners; 4) develop a data management platform that is: a) in compliance with CDC security requirements; b) driven by analytic requirements; c) scalable; d) adaptable to other public health activities beyond Ebola; and e) interoperable with existing IT systems; and 5) create a flexible and powerful analytic interface; and develop user-friendly visualization tools to appropriately display data to support Module response activities. The North American Industrial Classification System (NAICS) code for this acquisition is 541511. The anticipated solicitation release date will be November 4, 2015, closing December 4, 2015. The resultant contract will be awarded for a 12-month base period with two, one-year option periods. Questions or concerns relating to the actual solicitation will be addressed after its release.
