- NASAs strategy for sustainable human exploration builds on its history of human space flight and recent missions operating in low Earth orbit (LEO). The Asteroid Redirect Robotic Mission (ARRM) is in early formulation as part of NASAs plan for using cis-lunar space as a proving ground for future human spaceflight beyond LEO. The ARRM is being planned to perform a number of demonstrations including the use of a 20-fold improvement in deep space solar electric propulsion (SEP) to move and maneuver large payloads; retrieve a multi-ton (>20 t) boulder from an asteroid and redirect it to a crew accessible orbit around the moon; and be a part of integrated crewed and robotic vehicle operations in deep space. NASA has selected an acquisition strategy for the SEP-based bus which leverages commercially available U.S. industry capabilities and future plans. The Jet Propulsion Laboratory is the project lead for ARRM. Formulation plans include procurement of the solar electric propulsion based ARRM spacecraft bus through a two-phase procurement. The first phase is design work accomplished through studies by U.S. (only) industry toward mission preliminary design. The second phase includes development of the flight spacecraft bus. The solicitation associated with this posting will be for Phase 1, described as conceptual studies for the ARRM spacecraft. NASAs intent is to provide funding toward these Phase 1 study contracts in the January 2016 timeframe, after Congressional appropriations are received. Participation in Phase 1 studies is required to be eligible for Phase 2 spacecraft bus development.
