- The Army Contracting Command-Aberdeen Proving Ground, Fort Huachuca intends to award a sole source-short term bridge contract to Gstek Incorporated, under the authority of 10 U.S.C. 2304 (d)(1)(B)(ii), Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. The sole source contract will be issued to Gstek Incorporated. The contractor shall operate and maintain the Administrative Telephone System and cable plant at Fort Stewart and Hunter Air Field, GA. This includes current systems, systems approved but not yet installed, and any new systems installed by the Government. The Contractor shall perform O&M communications services to support the Administration Telephone Services (ATS) such as Customer Services (Telephone), Inside Plant (ISP) Operations, Outside Plant (Cable) Operations, Switchboard Console Operators, Voice Over Internet Protocol (VOIP), systems administration and management, local area network (LAN) maintenance of the installation infrastructure to include Computer Aided Design (CAD) wire line drawing maintenance, Technical Control Facility, Video Teleconferencing (VTC) Systems (projected new requirement ), Land Mobile Radio, and Supply operations any other special communications circuits required to support customer organizations. The Contractor shall also provide Service Request, Customer Assistance, Documentation/Trouble Ticket Management, Telephone Management Systems (TMS), accounting/billing management and automated attendant and Automated Call Distribution systems administration and management. The Contractor may also be required to provide material, overtime, and perform official travel. The bridge contract will be put in place to provide services to allow time for a competitive, follow-on acquisition under the IMCS-III Program. The bridge contract will consist of a base period of three (3) months plus three (3) one-month option periods. The period of performance for the base and all options, if exercised, will be from 01 January 2016 through 30 June 2016. The NAICS code is 517110 Wired Telecommunications Carriers, with a corresponding size standard of 1500 employees. This Notice of Intent to award a Sole Source bridge contract is not a request for competitive proposals. There will not be a solicitation or Request for Proposals (RFP) issued. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may respond and provide a capability statement no later than 10:00 a.m. (Arizona Time), 10 November 2015.
