- SUBJECT: SOURCES SOUGHT FOR AMOS MAINTENANCE CONTRACT, MAUI, HAWAII I. General Information THIS IS NOT A REQUEST FOR PROPOSAL. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract and does not restrict the Government regarding the acquisition approach that may be taken in the future. Responses will not be considered as proposals, nor will any award be made as a result of this sources sought notice. NO solicitation document exists at this time. The Government will not be responsible for any costs incurred by interested parties in responding to this sources sought notice. The Air Force Installation Contracting Agency (AFICA) 766th Specialized Contracting Squadron (766 SCONS) at Joint Base Pearl Harbor Hickam is currently conducting market research to locate qualified and interested potential business sources with experience in Base Operating Support (BOS) services to perform the management and operation of the follow-on AMOS maintenance contract for the Air Force Research Laboratories (AFRL), Detachment 15 (Det 15), Air Force Maui Optical and Supercomputing Site (AMOS) at Maui Island, Hawaii. The main service is Base Operating Support (BOS). The main North American Industry Classification System (NAICS) code for the requirement is 561210 - Facilities Support Services, and the main applicable small business size standard is $38.5 million in annual gross receipts. (Note: The description of requirement included in this sources sought notice is not intended to be all-inclusive.) 766 SCONS is currently conducting market research and anticipates a PWS will be posted to the FBO in the near future and a subsequent solicitation will follow. II. Description of Requirement and Sites The contractor shall provide all management personnel, equipment and services necessary to operate the facilities. Det 15 services include: administration management and customer support, facility and infrastructure maintenance and support, information technology support, operations (physical plant operations); grounds maintenance, refuse collection and disposal, architect/engineer services (planning, design and construction management); security system maintenance; and logistics support (material control) for Det 15 and mission partners working on site. The AMOS consists of two geographically separated locations with several buildings; one site is located at sea-level in the town of Kihei, and the second at the summit of Mt Haleakala at or around the 10,000 feet elevation level. The Kihei site consists of three sub locations; 1) Approximately 3.42 acres of land with one primary building and several other small structures with a total square footage of approximately 5,800 square feet; 2) Approximately 1 acre of land with a 100kW sun-tracking Photovoltaic System; 3) Approximately 2.3 acres of land with a 33,000 square foot office facility, several other small structures, a parking lot, and a 238kW rooftop photovoltaic system located at 550 Lipoa Parkway. The Mt Haleakala site consists of 4.43 acres of land, five primary buildings and several other small structures with a total square footage of about 89,500 square feet. The site has one mission partner. AMOS facilities include: two closed, potable water systems with pumps and tanks; two water storage tanks (one 73,000 gallon underground tank and two 1,000 gallon above ground tanks); two chlorination systems; associated underground water pipe lines feeding the primary facilities; approximately 1,500 feet of fencing; three sewage septic systems and one sewerage holding tank; 1,025 linear feet of sanitary sewage main; a main fire pump and 115,000 square feet of fire detection and suppression coverage; four clean agent fire suppression systems protecting approximately 7,250 square feet of facilities approximately 500 feet of communication ducts; approximately 8,400 square yards of parking lots, driveways, and equipment pads; approx. 1,000 feet of underground electrical distribution lines; two backup electrical generators- a 250KW and a 900 KW; two 20-ton bridge cranes; one incline lift system with one unit rated at 4,000 pounds and one for 45,000 pounds; four chiller units at the Mt Haleakala site comprising a total of 370 tons of cooling, and four chiller units at the Kihei site comprising a total of 290 tons of cooling; security access control system with server and software and badge readers on the doors; intrusion detection systems with monitoring a stations; and a Closed Circuit Television (CCTV) Monitoring System with DVR's and cameras at both locations. The highest level of security clearance required for this contract is DOD SECRET. Twenty-four hour (standby) customer service call, emergency response and plant operations are required. Personnel filling selected responsible positions shall possess appropriate licensing and certifications. III. Vendor Response At this time, interested vendors capable of providing all of the described services may submit a description of their capabilities and experience. Any information provided by businesses to the Government is strictly voluntary. It is the intent of the contracting office to use this for informational and planning purposes only. Please provide information in sufficient detail regarding their capability and capacity to satisfy the requirement for BOS services. The Government has not determined the contract type applicable to the requirement. Responses are limited to no more than 10 pages (may be double-sided) and must address how the company (and team members or subcontractors) will perform all of the functions listed in this document.
