- INTRODUCTION The Naval Air Systems Command (NAVAIR), in support of PMA-261 CH-53K Heavy Lift Helicopter Program Office, intends to solicit and negotiate with only one source, under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for integration of the Automatic Dependent Surveillance - Broadcast Out (ADS-B (Out)) capability into the System Development and Demonstration (SDD) mission computer host software baseline of the CH-53K. PLACE OF PERFORMANCE Percentage of Effort Stratford, CT 75% West Palm Beach, FL 25% THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible businesses capable of providing the supplies/services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND Title 14 Code of Federal Regulations (CFR) Part 91.225 establishes an FAA mandate for ADS-B (Out) by 1 January 2020, as a part of the Next Generation Air Transportation System (NextGen) architecture. Military aircraft that do not comply will experience restricted air traffic services. The Navy has established a requirement for this in Navy and Marine Corps aircraft to achieve civil interoperability with ADS-B in "Commander Naval Air Systems Command Functional Requirements Document (FRD) for Automatic Dependent Surveillance - Broadcast Out (ADS-B (Out))". ELIGIBILITY The applicable NAICS code for this requirement is 541511 with a Small Business Size Standard of $27.5 million. The Product Service Code for this requirement is AC15. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance and deliveries vary. The anticipated start date is from July 2016 to July 2019. ANTICIPATED CONTRACT TYPE The contract type anticipated is Cost Plus Fixed Fee. Since the resultant contract will be on a cost-type basis, the successful awardees will also be required to have a Government approved accounting system upon contract award. REQUIRED CAPABILITIES Automatic Dependent Surveillance - Broadcast (ADS-B) is a platform-based surveillance service that broadcasts a platform's identification, position, velocity, and other pertinent information in order for aircraft to be accurately tracked by ground controllers. It is expected to enhance aviation safety and operational efficiency and is being adopted worldwide, primarily using Mode S as the data link between aircraft and the ground. A DS-B (Out) requires aircraft to transmit own-ship information periodically to other platforms. Specific requirements for the ADS-B (Out) are outlined in a Statement of Work (SOW) (Sources Sought Attachment 1) which may be requested from the contracting office via e-mail according to the directions outlined below. The SOW for this Sources Sought notice is available via a.PDF document only to United States Government Agencies and their Contractors upon request. An e-mail confirmation of your request will be sent upon receipt and a second e-mail to include the attachment referenced in this sources sought will be sent upon verification of requestor's information. The CH-53K Heavy Lift Helicopter Program (PMA 261) is the acquisition program office conducting market research. This program includes information that has been designated as "Distribution D" and is only releasable to current and approved Department of Defense (DoD) contractors. In addition, the program may require procurement effort in certain critical technologies/data that are not releasable to foreign firms under the U.S. Department of State International Traffic in Arms Regulations (ITAR) protecting national security. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services listed under the required capabilities. This documentation must address, at a minimum, the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein; Management approach to staffing this effort with qualified personnel; Statement regarding capability to obtain the required industrial security clearances for personnel; Company's ability to begin performance upon contract award. What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, please cite contracts and teaming arrangement. What specific technical skills does your company possess which ensures capability to perform the tasks? If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in required capabilities. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, CAGE code, DUNS number, etc. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. Your response to this Sources Sought, including any capabilities statement package shall be electronically submitted via email to the Contract Specialist, Giovanna Bonefont at giovanna.bonefont@navy.mil and the PCO, Andrew Warner at Andrew.warner@navy.mil in either Microsoft Word or Portable Document Format (PDF).
