- Draft PWS 10202015 Capabilities Questions SOURCES SOUGHT SYNOPSIS: 63 RD Area Facilities Operations Specialist ( AFOS)/Engineering Support and Energy Management; THIS IS A Sources Sought Notice ONLY. On behalf of the 63 rd Army Reserve Center (RSC) Department of Public Works (DPW), the Mission and Installation Contracting Command Center Fort Sam Houston, Texas, is conducting SOURCES SOUGHT SYNOPSIS (SSS) pursuant to FAR Part 10-Market Research. Interested sources should respond to the questions presented within this announcement. This notice shall NOT be considered a request for proposal, quotation, or an invitation for bid nor does responding to this SSS guarantee or exclude your participation in the forthcoming acquisition process. Any information provided by the Government under this notice is preliminary and may be updated or changed prior to release of the solicitation. The Government will NOT award a contract solely on the basis of this notice, nor will it be liable for any costs associated with preparing and submitting a response to this notice. All submissions will become Government property and will not be returned. In accordance with FAR 10.001(a)(3)(i), in order to determine if sources capable of satisfying the agency need exists, the Government will consider all SSS responses received, particularly those received from 8(a), HUBZone, SDVOSB, WOSB, or small businesses. Responses to this SSS permits the contracting officer, in accordance with FAR 19.203(c), to consider an acquisition for the small business socioeconomic concerns (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs) and to consider a small business set-aside (see 19.502-2(b)). Small businesses, in all socioeconomic categories are highly encouraged to identify capabilities in meeting the requirements at fair market prices. The information received from this SSS will be used by the Government as a preliminary planning tool for the purposes of obtaining information regarding the availability and capability of qualified businesses under the North American Industry Classification System (NAICS) Code 561210 with a size standard of $38.5 Million as measured by total revenues. A Firm Fixed Price (FFP) contract is anticipated. The anticipated period of performance is one Base period of 6 months and two (2) 12-month option years. EXISTING CONTRACT: The U.S. Army currently contracts for AFOS/Engineering Support and Energy Management ;with a Firm Fixed Price (FFP) service contract vehicle. The current contract was awarded with a one year base period under Contract Number W91238-15-C-0008 to AWD Management Services. BACKGROUND: The 63 rd RSC DPW The 63rd RSC has total responsibility for Real Property ownership and BASOPS within the seven state areas that includes Arizona, Arkansas, California, Nevada, New Mexico, Oklahoma, and Texas. The facilities in the Southwest Region are comprised from buildings that are categorized as but not limited to United States Army Reserve Center (USARC), Operational Maintenance Support (OMS), Area Maintenance Support Activities (AMSA), Storage, Aviation Support Facilities (ASF), and Armed Forces Reserve Center (AFRC). The 63d RSC has the responsibility to ensure that the buildings and grounds are properly monitored and maintained to meet the functional, appearance, safety, security and environmental standards of a federal workplace. In addition, numerous items of information and customer/vendor interfaces are required on an ongoing basis. SUBMITTAL INFORMATION: The Government will review the submission of the 63 rd ASFO Questions document attached that is tailored to this requirement and Draft Performance Work Statement. Vendors should also provide a general capability statement about their company. There is a six (6) page limit, which offerors shall submit in PDF or MS Word Format. Cover Page.
