Description

Request for Information - Department of Veterans Affairs, Technology Acquisition Center Enterprise Video Teleconferencing (VTC) Contract VA118-15-N-0752 The Department of Veterans Affairs (VA) is seeking to establish an enterprise contract to fulfill VA's common VTC needs. It is anticipated that this contract will include general categories for: small and large room integrated systems; small and large room integration CODEC units; small, medium, and large personal systems; high definition monitors; monitor wall mounts; CODEC wall mount kits; and camera wall mount brackets widely used throughout VA. The attached product specifications establish the categories and VTC requirements within each category. This is a Request for Information (RFI) only. Do not submit a proposal or quote. This RFI serves to obtain feedback from industry on VA's draft VTC specifications, as well as obtain company information that will assist in developing the acquisition strategy. This RFI is for planning purposes and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by VA in developing its requirements. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Please provide responses to the questions below, and provide additional comments if necessary. Please do not submit general marketing material. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort along with detailed supporting rationale. 6.If a small business, what type of small business are you? 7.Do you anticipate proposing as a prime contractor? 8.Does your company focus on manufacturing VTC equipment as listed in the draft PWS? 9.Please provide feedback on the robustness and anticipated longevity of the VTC equipment as listed in the draft PWS in relation to anticipated contract period of performance (two years). 10.What particular specification(s) are of concern with respect to relevance throughout the period of performance? 11.Are any specifications nebulous to understand? 12.Are any specifications nebulous to measure? 13.Are any specifications too restrictive? 14.Are the optional support and installation tasks areas of concern? 15.What challenges/concerns does a National/Enterprise type solution pose for both VA and industry? Should VA consider a different strategy (ie. buying at the Regional level) as opposed to going forth with a National solution?
