- Joint Helmet Mounted Cueing System (JHMCS) Lower Helmet Vehicle Interface (LHVI) Cable Assembly Repair The Government is conducting market research to identify potential sources that possess the repair expertise, capabilities, and experience to meet qualification requirements to repair the Lower Helmet Vehicle Interface Cable Assembly used on the JHMCS weapon system. The level of security clearance and amount of foreign participation in this requirement has not been determined. The Government has determined that this system is a military unique item and no commercial item exists that is equivalent in nature. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Government can provide sample materials for analysis if needed. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Our repair services strategy is a five-year contract (basic plus four option years) and will continue through FY21. The projected quantities will be Best Estimated Quantities (BEQ) of 168 per year total for all cables. The Government's needs for repair services are required in order to support current combat capabilities in order to maintain first contact first shot engagement of enemy aircraft and ground targets. The JHMCS system is used in multiple USAF aircraft as well as the Navy F-18 as well as numerous FMS country aircraft. JHMCS is designed to allow pilots the ability to engage enemy aircraft or ground forces outside of normal field of regard limits imposed by original aircraft designs. The JHMCS system is comprised of several distinct components. The LHVI cable assembly is connected to the Electronics Unit (EU) LRU and the UHVI cable assembly which carries HUD image signals to the pilot's helmet and the Display Unit (DU) which displays "virtual HUD" symbology on the helmet visor enabling the pilot to see the image wherever he looks outside the aircraft. This allows the pilot to not only to have his eyes "up" looking for targets but it also allows him to keep track of critical flight information displayed on the "virtual HUD" instead of constantly having to look down into the cockpit at the HUD and then back up again. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Include a detailed listing of facilities and equipment, including quantities, required to satisfy the requirements of this effort. a.
