- Draft 1423s Evaluation Criteria Salient Characteristics (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-16-T-0004. This acquisition is issued as an Request for Quote. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84 Effective 05 Oct 2015. (iv) The associated NAICS code is 334516. The small business size standard is 500 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: One (1) Silicon carbide horizontal hot-wall chemical vapor deposition system in accordance with the attached salient characteristic document. To include all shipping, delivery, and installation costs CLIN 0002: CONTRACT DATA REQUIREMENTS in accordance with the attached DD1423 exhibits A. CLIN 0003: OPTION: One (1) Micro-channel Palladium Membrane Hydrogen Gas Purifier in accordance with the attached salient characteristic document CLIN 0004: OPTION: One (1) Spare Parts Kit in accordance with the attached salient characteristic document CLIN 0005: OPTION: One (1) Uninterruptable Power Supply (UPS) (vi) Description of requirements: Reference the attached document titled "Salient Characteristics". (vii) Delivery is required NLT 8 months after receipt of order. Delivery shall be made to 2800 Powder Mill Rd, Adelphi, Md 20783. Acceptance shall be performed at Army Research Lab, Adelphi, MD. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (Lowest Price Technically Acceptable) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past Performance will be evaluated and each offer will be given a rating of either acceptable or unacceptable. "Acceptable" means that the Government has high confidence that the offeror can complete the terms of the contract, and "unacceptable" means that the Government has very low confidence the offeror can complete the terms of the contract. For the purposes this evaluation, please provide one (1) record of past performance in the last two years. The Government will evaluate the offeror's record of past performance to ascertain the probability of successfully performing the required effort. This assessment will consider each offeror's demonstrated recent (last two (2) years) record of performance in supplying products similar in complexity, scope and dollar value to the requirements being acquired by this RFP. Price will be evaluated based on the total proposed price, including options, (if any). Contract award will be made to the lowest price technically acceptable offeror that received an acceptable past performance rating. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause.
