- MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: A Request for Information (RFI) is being sought regarding the software needed to manage, track, and inventory the physical location for approximately 15+ million records with a license pool consisting of approximately 1,000 licenses and unlimited number of users with query only access. The key features of the record management software focus on the physical space management and lifecycle management of the records. The software must be compatible with and meet the following technical requirements: 1. Active Directory Authentication – Authenticates the user’s login through Windows Active Directory 2. Web Services – The system should provide automated access to all standard functionality through an interface service such as web services and industry open interface standards. 3. Web client utilization – User experience should include a web client. The software must also meet or exceed the following business requirements: 1. Manages data regarding the physical records within the scope of the business activities of physical record management. This includes the ability to add or change data elements. 2. Provides ready access to all records and corresponding metadata. 3. Creates a framework for the data by organizing the physical records in the system at a document level, file level, and container level. 4. Audits application activities such as: access monitoring, user verification, authorized destruction, and security to prevent unauthorized access, destruction, alteration, or removal of records (physical location) and metadata. 5. Manages and tracks the physical record location data on-site and off-site. 6. Creates a framework for space management by maintaining the physical file location such as tub, tote, bin, shelf, section, floor, building, location, truck, trailer, pallet, drawer, room, etc. 7. Uses stationery and portable bar code readers to manage the physical inventory of records. 8. Identifies individuals and user groups and allows only authorized individuals to retrieve, view, copy, or edit records (physical location) and metadata. 9. Provides the ability to produce inventory metrics reports as well as ad hoc reports. 10. Provides the automated configuration of an unlimited number of storage units, identifying remaining space (percent utilization/volume), and suggesting allocations for incoming physical records. This includes maintaining a synchronized copy of the Automated Storage Retrieval System (ASRS) and Warehouse Management System (WMS) with space and location data. Only submit information for records management software that meets ALL of the technical requirements. The FBI would like to gather information from interested vendors who can provide the software that meet the technical specifications and business requirements listed above. All interested parties are requested to provide detailed information to include, but not be limited to specification sheets, line cards, pictures, trade study reviews, etc. The synopsis/submittal shall be no larger than 25 pages, excluding supporting information such as commercial literature, catalogues and manuals. This Request for Information (RFI) is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Nothing in this announcement constitutes an obligation on the part of the U.S. Government, nor is the Government tasking any offer to develop any technologies described herein.
