Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. BACKGROUND AND PURPOSE The National Library of Medicine (NLM) in Bethesda, Maryland, is a part of the National Institutes of Health, US Department of Health and Human Services (HHS). The Library's primary mission, as mandated by Congress, is to provide biomedical and health care literature and information to health professionals. NLM, the World's largest biomedical library, acquires and preserves biomedical literature from throughout the world in all formats and languages. The Collection Development and Acquisitions Section of the Technical Services Division is responsible for building the NLM modern biomedical literature collection, including print and electronic resources. The focus of the collection is original research and works of international interest aimed at health professionals, scholars, and scientists. The NLM online public access catalog may be searched at https://locatorplus.gov The purpose of the proposed acquisition is to supply monographs, monographic series (numbered and unnumbered), and related services for NLM through firm and standing orders and approval plans from one or more of the following areas/countries: United States, Canada, United Kingdom, Ireland, Germany, Austria, Switzerland, Belgium, Netherlands, Luxembourg, Liechtenstein, Sweden, Finland, Norway, Denmark, France, Spain, Portugal, Greece, Australia, New Zealand, Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Estonia, Georgia, Hungary, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Moldova, Montenegro, Poland, Romania, Russian Federation, Serbia, Slovakia, Slovenia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan. Republic of South Africa, and West African nations (Benin, Burkina Faso, Cape Verde, Gambia, Ghana, Guinea, Guinea-Bissau, Ivory Coast, Liberia, Mali, Mauritania, Niger, Nigeria, Saint Helena, Senegal, Sierra Leone, Sao Tome and Principe, and Togo). In addition to supplying literature from one or more of the areas/countries listed above, vendor may offer to supply literature from other areas/countries. These materials are to be supplied in accordance with approval plan arrangements and in response to firm orders and standing orders, with centralized shipment from vendor site. Claiming is to be performed at regular intervals and also in response to NLM claim requests. This acquisition excludes subscriptions to journals and periodicals, which NLM acquires with a separate procurement mechanism. SERVICES TO BE PERFORMED A. Firm and Standing Orders 1. The vendor shall supply monographs, multipart works, monographic series (numbered and unnumbered) and other library materials in response to NLM firm and standing orders, as soon as materials are available. 2. Orders shall be placed with the publisher within five (5) working days of receipt from NLM, or as soon as available if order is pre-publication. 3. Multipart sets shall be supplied in entirety beginning with the first volume ordered. 4. For standing orders, the vendor shall begin standing order service with the volume or issue number provided by NLM and shall automatically ship each new publication in the series within 30 days of publication until the publication ceases or NLM cancels the order. Vendor shall notify NLM when a standing order title changes or ceases or changes format. 5. The vendor shall promptly ship materials from a central office to addresses provided by NLM. Any necessary Drop Shipments, direct from publisher to NLM, must be pre-approved for firm and standing orders. 6. Items which are not available within 30 days of receipt of the order from NLM, but which the vendor believes can be obtained, shall be treated as back orders. The vendor shall notify NLM of back-ordered items in accordance with status report requirements. 7. The vendor shall claim items not received or as requested by NLM. Any responses from the publisher for items that cannot be supplied shall be forwarded to NLM within five (5) working days of receipt. The vendor is required to make two follow-up claims when the publisher fails to respond to initial order. B. Approval Plans 1. In accordance with the Collection Development Manual of the National Library of Medicine (Collection Development Manual of the National Library of Medicine (CDM), 4th edition (2004), the vendor shall supply monographs and other library materials in accordance with approval plan profiles as soon as they are available. Vendor shall ship materials on approval from a central location to the address provided in shipping instructions. Drop Shipments whereby the vendor arranges shipment direct from the publisher to NLM are not acceptable for approval plans. 2. The vendor shall supply on approval one copy of the first issue of a new numbered series. Vendor may supply on approval further issues of monographic series if NLM does not place a standing order. Multipart sets supplied on approval shall be supplied in entirety beginning with the first volume. 3. The vendor shall supply new title notifications which would be of potential interest to NLM but which are excluded from the approval plan profile established with the vendor. 4. The vendor must request permission to supply any monograph priced over $400 US dollars per single title or over $1000 US dollars per multipart work unless prior approval has been received from NLM. 5. NLM reserves the right to return any part of an approval shipment. C. General Requirements 1. The vendor shall maintain an effective mechanism to preclude duplications of materials supplied through approval plan, firm orders or standing order arrangements. 2. The vendor must have an online system, accessible for customer use via the internet. EDI for orders and invoices is preferred and must be certified by ExLibris for the Voyager Library System. Deliverable reports in electronic format are preferred. 3. The vendor shall ship all materials within five (5) working days of receipt at central location. 4. The vendor shall inform NLM of any shipping delays. ANTICIPATED PERIOD OF PERFORAMCNE Period of Performance: BPAs will be established for an initial 12-month period with four option years with selected firms. The Government reserves the right to recompete a commodity category at any time and may award BPAs to additional firms at any time through individual negotiations, consistent with the discount and other policies in this solicitation. This is a Small Business Sources Sought Notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disable, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This Sources Sought notice is not a Request for Proposals (RFP), nor is an RFP available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and email addresses. (c) All capability statements must be submitted electronically no later than 4:30pm Eastern Standard time on Friday October 30, 2015 to Ms. Uyen Phuong at phuongu@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
