- Diesel Fuel (NO BIO-DIESEL) for Dredge Goetz This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotations will not be issued. (1) W912ES-16-T-0005 is issued as a request for quotation (RFQ). (2) The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84, Effective 05 Oct 2015. (3) This RFQ is being conducting using unrestricted full and open competition under NAICS code 324110. (4) Contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): See W912ES-16-T-0005. (5) Description of requirements for the items to be acquired: See W912ES-16-T-0005. (6) Date(s) and place(s) of delivery and acceptance and FOB point: October 29 and 30, 2015, Ferry Landing Road, Canton, MO. Ferry Landing Road is located just to the south of Ayers oil tank facility or approximately.75 miles south of Lock and Dam 20. FOB Destination. (7) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (8) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Award will be made to the lowest price offer conforming to the RFQ. (9) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through https://www.acquisition.gov or https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision. (10) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (11) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. There are additional FAR clauses cited in the clause which can be found in W912ES-16-T-0005. (12) Additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: None. (13) Defense Priorities and Allocations System (DPAS) and assigned rating: Not applicable. (14) The date, time, and place offers are due: 2:00 PM CDT, 23 October 2015 via email to laura.d.nabity@usace.army.mil.
