Description

Notice of Intent to Sole Source 1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. The Department of Veteran Affairs- Procurement Contract Office East intends to enter into a sole source contract with Institute for Healthcare Improvement as a result of satellite proprietary reproduction communication This award is for Insurance Identification and Verification Services for a sole source bridge contract for a base of six (6) months occurring 10/1/2015 through 03/31/2015. The NAICS code for this award is 541611 and a size standard of $15.0 million. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE AND WILL NOT BE ACCEPTED AT THIS TIME. A determination not to further compete the proposed procurement is based upon the demonstrated proprietary rights established by IHI. Extensive market research was previously performed on predecessor orders to identify the top providers that would be able to provide similar services at a fair and reasonable price. 2. Nature and/or description of the action being approved The action being approved is the award of a task order against GSA contract (GS-02F-0076Y) on a sole source basis. Contractor will be providing satellite rebroadcast services for medical conferences. 3. Acquisition Authority This acquisition is conducted under the authority of the Multiple-Award Schedule Program and FAR 8.405-6(a)(1)(i)(B): For a proposed order with an estimated value exceeding the micro-purchase threshold not placed or established in accordance with the procedures in 8.405-1, 8.405-2, or 8.405-3, the only circumstances that may justify the action are (B) Only one source is capable of providing the supplies and services required at the level of quality required because the supplies or services are unique or highly specialized.
