Description
This notice is for market research purposes only and does NOT constitute a request for proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This Request for Information (RFI) notice is issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Integrated Warfare Systems (IWS) 1.0 Integrated Combat System Directorate. The Navy is conducting market research in accordance with FAR Part 10 to determine if commercial items or nondevelopmental items are available to meet the Government's need for a Video Wall Display System options on its Navy surface ships. These options should include architectural innovations and lessons learned that could be applied to a Video Wall Display System that provides shipboard operators with a means of visually displaying and organizing high-resolution video, and graphical content of tactical information in order to enhance group coordination and situational awareness in shipboard-sheltered areas. The RFI focuses on recommended options for a Video Wall Display System through technology advancements, new computing advancements, sensor, and display architectures/technologies, or an overall mixed architecture/technology with the performance capabilities of interests that can also be delivered as a prototype ready for use no later than 4th Quarter Fiscal Year 2020 (Q42020). The Navy requests industry inputs related to innovative architectural constructs and approaches that can be incorporated into a future Video Wall Display System. The Video Wall Display System shall meet the following minimum requirements: 1. The Video Wall Display System must employ ruggedized Commercial-Off-The- Shelf (COTS) components suitable for use in shipboard environments. a. At a minimum, the Video Wall System must pass the following USN Environmental Qualification Tests: i. MIL-STD-810G Temp, Humidity, Drip ii. MIL-STD-167-1A Type 1 Vibration iii. MIL-S-901D Grade A, Type A preferred, Grade B, Type A minimum iv. MIL-STD-1399 sec 300A Power v. MIL-STD-461F EMI for Surface Ships vi. MIL-STD-1474 Airborne Noise below deck manned spaces vii. MIL-STD-740-2 Structure Borne Noise 2. Video Wall System must satisfy human engineered best practices and standards identified within MIL-STD-1472 for viewing distances of watch standers and decision makers. 3. Video Wall Display System must adhere to the Open Systems Architecture principles, and provide a scalable system creating seamless display sizing from approximately 20" to 50" in height, and 115" to 290" in width. Additional scalability beyond these dimensions, without sacrificing image quality, is desirable. This system will have potential use on multiple ship classes. 4. Shipboard space, access size limitations, and integration impacts must be considered with respect to the modular design which can be hand carried onto the ship and easily installed to create a single screen assembly. 5. The Video Wall Display System must be air-cooled. Any air filtering components shall be washable, reusable, and replaceable. 6. The Video Wall Display System must have common commercially identified video interfaces, and provide a minimum horizontal resolution of 1080p. Higher resolutions are desirable as available on commercial markets. 7. The Video Wall Display System must have a mean time between failure of at least 34,000 hours with a goal of exceeding 50,000 hours. 8. The Video Wall Display System must be able to be repaired by a single individual with no special tools within 1.2 hours in exclusion of location, adjacent equipment, or required mounting. The Navy desired requirements for the Video Wall Display System should also include the following: 9. In accordance with Open System Architecture principles, the Video Wall Display System could contain different quantities of subcomponents creating one continuous display. Various window sizes will support multiple mission viewing requirements depending on the specific user configuration. 10. Design should consider maintainability with preference towards organizational level troubleshooting, component LRU replacement, including a roadmap for future Diminishing Manufacturing Sources concerns. 11. Should be capable of being powered off completely, both locally and remotely. 12. Should have a remote user interface that can be controlled over a specified network interface, and a user interface that can be controlled locally for typical operations, and be capable of reporting its firmware configuration. 13. Support a display surface with adjustable light output to accommodate variations in lighting conditions. 14. Should provide a minimum of 16.7 million colors (24-bit). 15. Should accurately reproduce colors, over entire screen surface. 16. Should support a minimum of two network interfaces for status, reporting, and control of Video Wall Display System. 17. It is desirable for the system to detect and report internal faults and degraded modes of operation. Mounting foundations will be provided by the shipbuilder. Consideration should be given for ease of installation, continuous use, and equipment surviving extended periods of time within a deployed flexing vessel subjected to explosive shock impulses. All cabling external to a standalone assembly is provided by the shipbuilder. The response shall identify how its display can meet the above requirements. The response shall specifically identify which requirements it can and cannot be meet. In order to be considered in this market survey, your response shall contain an electronic version on CD-ROM and be received on or before 10 November 2015. Respondents shall provide notification on its cover page if the respondent does not consent to the use of the aforementioned contractors. Unless otherwise stated by the respondent, a submission received to this notice constitutes consent that the abovementioned contractors can have access to all information provided in the respondent's submission. This notice is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in development of an acquisition strategy and a future solicitation.
