- The U.S. Department of the Treasury, Office of Technical Assistance (OTA), is recruiting an individual on a competitive basis to serve as a Senior Advisor for Health Programs Budgeting under a personal services contract for its Budget and Financial Accountability Team. The Senior Advisor for Health Programs Budgeting develops and monitors programs related to interagency agreement with the Presidential Emergency Program for AIDS Relief (PEPFAR). Knowledge of health program costing and budgeting is particularly valuable. Significant international travel will be required. DUTIES AND RESPONSIBILITIES: • Become familiar with PEPFAR laws, rules and operations. • Develop professional working relationships with Office of the U.S. Global AIDS Coordinator. • Conduct assessments to identify entities jurisdictions with sufficient political will and need to support initiation of an OTA/PEPFAR technical assistance project. • Develop proposals, Terms of Reference and budgets to support proposed projects. • Coordinate affairs with embassies and funding sources to initiate projects. • Identify appropriate staffing for projects and intermittent assignments. • Monitor the implementation of the project Work Plans, including monitoring progress towards Work Plan objectives. • Monitor as required by Assistant Director, project spending against allocated budget. • Provide routine project monitoring reports required by OTA. • Consult with Assistant Director on instituting corrective action plans in situations where advisor and or project performance is substandard. • Strengthening the capacity of the Budget and Financial Accountability Team, including as a component of OTA. QUALIFICATIONS: Treasury is seeking candidates who possess knowledge in the field of governmental health programs budget formulation, execution and monitoring. This knowledge may come from working in a central budget office or a health institution budget office. Strong knowledge and understanding of budget management systems, the relationship of budget to other financial processes, best practices and a variety of budgeting disciplines such as performance and program budgeting is desired. Prior international experience working or training in challenging environments and managerial experience is required. Foreign language fluency is desired. A Bachelor's degree in business, accounting, finance, public administration or related field is required with a Master's preferred. A minimum of ten years' experience is required. Candidates must be U.S. citizens. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $60.49 to $80.79 per hour. Successful applicants must be able to obtain and maintain medical and security clearances.
