Description
The Federal Aviation Administration (FAA) has a requirement for aircraft rentals of the following types and quantities of planes: -Piper PA44 Seminoles are required to be configured as follows: The aircraft will be model year 2000 or newer. The AVIONIC ™S Suite will consist of a Garmin G500 glass cockpit with dual Primary Flight Display (PFD)/Multi-Function Display (MFD) dual screen electronic flight displays with dual Liquid Crystal Displays (LCD ™s) or equivalent (An Equivalent AVIONIC ™s Suite configuration is acceptable when approved by the Government) Anticipated requirement of three (3) aircraft in this configuration per month. The actual need could be more or less depending on the government requirement that will be coordinated in advance. The contractor will be guaranteed fifty-nine (59) hours or actual usage per aircraft, whichever is higher, accrued during that billing cycle. All aircraft provided to meet this requirement will have identical cockpit configurations which are required to meet continuity of training requirements for the ASI ™s. -Piper PA44 Seminoles are required to be configured as follows for the LTR requirement: The aircraft will be model year 2012 or newer. The AVIONIC ™S Suite will consist of a Garmin G1000 glass cockpit with dual Primary Flight Display (PFD)/Multi-Function Display (MFD) dual screen electronic flight displays with dual Liquid Crystal Displays (LCD ™s) or equivalent and a GFC-700 Auto Pilot for the aircraft used for the LTR requirement (An Equivalent AVIONIC ™s Suite configuration is acceptable when approved by the Government) Anticipated requirement of two (2) aircraft in this configuration per month. The actual need could be more or less depending on the government requirement that will be coordinated in advance. The contractor will be guaranteed fifty-nine (59) hours or actual usage per aircraft, whichever is higher, accrued during that billing cycle. All aircraft provided to meet this requirement will have identical cockpit configurations which are required to meet continuity of training requirements for the ASI ™s. -Cessna CE172 Skyhawks are required to be configured as follows: The aircraft will be model year 2005 or newer. The AVIONIC ™S Suite will consist of a Garmin G1000 glass cockpit with dual Primary Flight Display (PFD)/Multi-Function Display (MFD) dual screen electronic flight displays with dual LCD ™s or equivalent and a GFC-700 Auto Pilot (A Equivalent AVIONIC ™s Suite configuration is acceptable when approved by the Government) Anticipated requirement of four (4) aircraft in this configuration per month. The actual need could be more or less depending on the government requirement that will be coordinated in advance. The contractor will be guaranteed fifty-nine (59) hours or actual usage per aircraft, whichever is higher, accrued during that billing cycle. All aircraft provided to meet this requirement will have identical cockpit configurations which are required to meet continuity of training requirements for the ASI ™s. The intent of this program is rental of aircraft for training programs. The FAA is anticipating a specified number of aircraft will be needed each month but there is not a guarantee this amount of aircraft will be utilized every month. The FAA will guarantee that a minimum of fifty-nine (59) hours will be paid for each aircraft that is requested in the billing cycle. This Combined Synopsis/Solicitation requires services to be completed as required in the Statement of Work that is located in Section C of the Solicitation DTFACN-16-R-00020. This is acquisition is set-aside for Small Business. The principal North American Industry Classification System (NAICS) code applicable to this effort is 532411 - Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing with the size standard of $32.5 million. The resulting award will be Firm-Fixed Price contract with a base year period of performance March 20, 2016 “ March 19, 2017 and three option years. Questions or comments pertaining to this SIR must be submitted in written form via email to Jennifer Beecher, Contract Specialist, at jennifer.beecher@faa.gov no later than 4:00 pm Central Standard Time, Wednesday, October 28, 2015. Questions and responses that clarify the SIR may be provided to all Offerors; if this information is provided to all Offerors, the source of the questions will not be identified. If there are any responses that are to be made public, they will be provided either as an amendment to this SIR or as a clarifying announcement added to this SIR. SIR amendments and SIR clarifying announcements, if needed, will be posted on this FAA Contract Opportunities website at https://faaco.faa.gov/ by 4:00 pm Central Standard Time, Tuesday, November 3, 2015. All responses to this SIR must follow the submission instructions found in Section L of the SIR, reference the solicitation number and be submitted to the following address: jennifer.beecher@faa.gov. SUBMISSION REQUIREMENTS Please submit the following documents with your proposal: (1) A completed Solicitation, Offer, and Award for this solicitation with original signature (including Schedule), and Sections C “ K. (2) A completed Business Declaration Form. (3) Past Performance Information. (4) Financial Capability to procure the required aircraft stated below (5) Each offeror must provide documentation to show their capability to meet the following Go/No Go requirement. The offeror must show at the time they submit their offer that they will be able to simultaneously provide the following maximum requirements at the time the contract period will begin on March 20, 2016: Five (5) each: Piper PA-44 with G500 Cockpit Configuration as required per the Statement of Work. Two (2) each: Piper PA-44 with G1000 Cockpit Configuration as required per the Statement of Work. Six (6) each: Cessna CE-172 with G1000 Cockpit Configuration as required per the Statement of Work. Additionally, as part of this GO/NO GO Requirement the offeror must show capability to provide the following: Ability to provide a replacement aircraft within 2 hours of an aircraft going out of service Ability of meeting all requirements for repairing and returning an aircraft to service as defined in this solicitation. DURING THE SOLICITATION, ALL COMMUNICATIONS WILL BE CONDUCTED ONLY WITH JENNIFER BEECHER, CONTRACT SPECIALIST. MILESTONES 10/21/15 - SIR Posted to FAACO 10/28/15 - Questions due by 4:00 pm CT 11/03/15 - Answers out by 4:00 pm CT 11/09/15 - Proposals due by 4:00 pm CT All submissions must be received by no later than 4:00 p.m. Central Standard Time, Monday, November 9, 2015. Offerors assume full responsibility of ensuring that proposals are received at the place and by the date and time specified above. Late submittal of proposals will not be accepted. The Government will not be liable for costs associated with the preparation and submittal of inquiries or responses to this announcement and will not reimburse any firm for costs incurred in responding to this SIR.
