- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to issue a sole source Cost -Plus-Fixed-Fee Order on Basic Ordering Agreement (BOA) N000019-15-G-0003 with Raytheon Missile System (RMS), Tucson, Arizona for the Joint Standoff Weapon (JSOW) Common Unique Planning Component (CUPC) Weapon Planning Enviroment (CWPE) Software Substainment Efforts and provide weapon Mission Planning capability and interface with the aircraft platforms'unique Mission Planning Environment (MPE). This sustainment shall support Mission Planning capability for the Joint Standoff Weapon (JSOW) integration with the F/A-18 and Direct Attack Weapon Systems (DAWS) DSU-38 integration withthe AV-8B MPE. | These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon has unique knowledge base of the JSOW as a result of its design, development and modification of these weapons systems since the early 1990s. Accordingly, Raytheon is the only known qualified responsible source that can fulfill the requirements specified herein. The North American Industry Classification System (NAICS) code for the supplies anticipated needed herein is 541511 -- Custom Computer Programming Services. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed BOA order based upon responses to this notice is solely within the discretion of the Government.
