- U.S. Army Medical Research Acquisition Activity Notice of Intent to Sole Source THIS IS NOT A REQUEST FOR QUOTES. This is a notice of intent to Sole Source a contract to Texas Biomedical Research Institute, National Primate Research Center, in the Amount of $300,000.00 for a period of one base year and one option year. NAICS 541712 - Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology) Authority FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Reason for Authority Cited: The contractors experience in hemorrhage research with non-human primates, existing facilities (including surgical suites) within the required 25-30 mile proximity to USAISR, located at Fort Sam Houston, a large population of primates specific to the protocol necessary for the research, the contractors AAALAC compliance with staff trained and experiences with the protocols required by AAALAC and knowledge of LBNP studies in non-human primates. Must be male baboons The baboons must be 25-30kgs The contractor will house and provide food for the baboons. The contractor will provide all surgical, clinical, holding, and experimental rooms for the animals. The contractor will manage the care of the animals or dispose of the animals (in the unlikely) case of death. The government is not responsible for any of the care or management of the animal's health and welfare. Baboons will not leave the contractors' facility during time of use. Animals must be maintained under carefully controlled conditions to minimize research variables and allow the accurate interpretation of laboratory results. The experimental trials will be performed by a team of both vendor and ISR personnel. The contractor will collect blood samples and other data to ensure the safety of the animal and ISR personnel. USAISR conduct and process blood samples related to the experimental protocol. These blood samples will also be assayed for hormones important in the cardiovascular response to hemorrhage. The contractor will furnish all facilities needed for the government to conduct the studies. The contractor will provide the veterinary and technical staff for the care of the animals to include surgical, clinical, holding and experimental rooms. The contractor must comply with AAALAC and international accreditation standards. The Research protocol will submitted to and approved by the facility or providing the baboon animal care and research facilities. The study will be conducted in compliance with the Animal Welfare Act, the implementing Animal Welfare Regulations, and the principles of the Guide for the Care and Use of Laboratory Animals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses to this notice of intent to Sole Source shall be made by email to david.r.daniel27.civ@mail.mil no later than 04 November 2015, 3:00 PM Eastern Standard Time.
