Vendor questions in response to this notice and the Government's responses ***THE DEADLINE FOR RESPONSES TO THIS THIS SOURCES SOUGHT NOTICE IS HEREBY EXTENDED TO 4 PM EST 6 NOVEMBER 2015. Additionally, a list of vendor questions in response to this notice and the Government's responses has been attached to this notice as Attachment 003.*** REQUEST FOR INFORMATION: PURSUANT TO FAR 15.201(e) - THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued. BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTS: The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR-4.11.4-Special Communications Mission Solutions (SCMS) Division is soliciting information and comments from industry to develop a viable solution and is exploring technology options for Data Center Infrastructure Management (DCIM) in a United States Department of Defense (DOD) classified information environment. Also in the scope of this research is an effort to develop a plan for the phased implementation of the DCIM solution across 7 globally distributed data centers with enterprise management occurring from 2 data center locations. NAVAIR is reaching out to industry to collect information regarding Commercial Off-The-Shelf (COTS) solutions available to address requirements. Industry partnerships are encouraged for this effort. Please review this RFI for a DCIM solution. The following are the major requirements that your response must address. The list below is not in order of priority. Please first respond to each question with one of the following answers: The solution can meet the requirements "out of the box" with no customization or configuration The solution can meet the requirements with minimal effort The solution can meet the requirements with extensive effort The solution cannot meet the requirements. (provide additional recommendations if desired) Then, explain your solution details and respond to the information requested below each requirement. Does your solution meet the requirements described below? Does your solution meet the general requirements needed to operate in a globally distributed, multi security enclave environment? ( See Attachment 1 for Globablly Distributed Operating Model) There is a baseline system network infrastructure segmented into Wide Area Network (WAN), Controlled Area Network (CAN), Demilitarized Zone (DMZ), and Local Area Network (LAN). Non-baseline hosted systems are operated within 15 network security enclaves with up to 10 at a site. (See Attachment 2 for Non-Baseline Networks) Data Centers and Security Enclaves Does your solution support the integration and system interfaces required to operate in a multi-vendor environment? The target environment has existing and planned IT service management tools with which the DCIM solution will need to integrate. The multi-vendor suite of Information Technology Service Management (ITSM) tools will include Eracent Asset Management, Serena Service Desk, Incident, Problem, Request and Knowledge Management, NetZoomDC for drawing package information, ACAS (a DISA provided Assured Compliance Assessment Solution replacement for eEye Retina), Nessus Vulnerability Scanner, Event Management Tools (Potentially HP ArcSight, McAfee Nitro, IBM Q1 Labs and HP Open View). The DCIM solution will need to support Communication Services including: SNMP, IPMI, SSH, HTTPS, MODBUS. Does your solution support capacity management? Does your solution support asset management? Does your solution support configuration management? Does your solution support change management? Does your solution support release and deployment? Does your solution support mission assurance? Does your solution support event management and performance monitoring? Will customization or configuration be required? Does your solution have a recommended security architecture for operating in the described target environment? Does your solution include separately acquirable solution components? Do you provide configuration and deployment support with cleared TS/SCI resources? Do you provide administrator and solution developer training and support? Has your solution been deployed in similar environments? Do you have reference accounts that have gained IA Approval /Authority to Operate (ATO) in similar environments? Do you have a standard Solution Pricing Model? What is your recommended infrastructure architecture and sizing model? RESPONSES Requested Information : In response to this RFI, respondents shall submit written responses, not-to-exceed ten (10) pages in length via electronic mail. Respondents shall include product specifications with submission. Product specification, sketches, or listings of authorized distributors are not to count as part of the page count. The Government is interested in receiving vendors' price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation and must be provided as a separate document, marked as PRICE DATA. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Government will not use any information provided to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information. How to Respond Interested parties shall respond with transceivers that meet all or a subset of the aforementioned attributes. The first section of the response will provide administrative information, and shall include the following as a minimum: organization name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and name and e-mail of designated point of contact; Business type: large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUB Zone small business, woman-owned small business, very small business, veteran-owned small business, or service-disabled veteran-owned small business.
