Description

100% DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE This is a Pre-Solicitation notice that the National Cemetery Administration will be soliciting offers under Solicitation No. VA786-15-R-0475 to provide on-site inscription services on memorial marble wall markers, marble niche covers, marble headstones, and reverse inscriptions at Cape Canaveral National Cemetery. The Contractor shall provide all labor and material necessary to perform inscription services on Government furnished monuments, on-site at the Cape Canaveral National Cemetery. Lithichrome shall not be applied to inscriptions provided under this contract. Whenever Lithichrome is required, "Add LITHICHROME" shall be notated in the remarks section on the order. When Lithichrome is applied, it shall be N4 or lower as judged against the Munsell Neutral Value Scale, matte (31-step scale). Headstones shall be free from defects due to broken or blown out lettering. Repairs or patching of any such defects shall be a cause for rejection. The Contractor shall ensure the monuments are free of oils, glue, crayon marks, adhesives, and dust. The Contractor shall inscribe information as formatted in each order. The inscription shall have a consistent depth as described in the technical drawings and shall conform to the dimensions, spacing, letters, numbers, and emblems shown in the contract drawings. Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Potential Offerors shall submit, at their expense, samples in accordance with Section L of the solicitation. All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov Submission of proposals through email will not be accepted. Proposal transmission/uploads must be completed by the date/time specified. Late or incomplete Proposals will not be considered. Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) http://www.FedBizOpps.gov on or around 22 October 2015. Questions to the solicitation are due by 12:00 p.m. on 16 November 2015. Offerors are advised that they are responsible for obtaining all Amendments to the solicitation which will be available at FedBizOpps. No telephone requests will be accepted.
