- Description
- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure an ICAR Rheometer from Germann Instruments. While other Rheometers were found, this ICAR Rheometer offers many unique features necessary for its anticipated use, such as a container to hold the fresh concrete, a driver head that includes an electric motor and torque meter, a four-blade vane that is held by the chuck on the driver, a frame to attach the driver/vane assembly to the top of the container, and a laptop computer to operate the driver, record the torque during the test, and calculate the flow parameters. The Germann Instruments ICAR Rheometer is also fully portable, has a torque range of 0.01 newton meters (N-m) to 20 N-m, and measures rheological properties in the widest range of concretes complete in all respects per ASTM C 1749. The cylinder container is made of durable steel or suitable material to accommodate fresh concrete samples. The container size accommodates varying sizes for nominal maximum size of aggregate of 12.5-32mm. ERDC-CERL intends to sole source this acquisition in accordance with FAR 13.106-1(b)(1) to Germann Instruments as it is the only company that offers a product meeting the above specifications. Market research has indicated that Germann Instruments is the only source capable of meeting the Government's requirements for this supply. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 334514-Totalizing Fluid Meter and Counting Device Manufacturing with a size standard of 500 employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however, there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
