- Firing Range Statement of Work U.S. Department of Veterans Affairs - Seattle, Washington 1. BACKGROUND: The Department of Veterans Affairs (VHA), Puget Sound Healthcare System has an immediate requirement for utilization of a firing range located in King County, Washington. 2. SCOPE: Services sought: VA requires use of firing range and class room facilities capable of supporting classes ranging from eight (8) to twelve (12) officers per day. VA must have exclusive use of its firing line and/or classroom when conducting training. Objective: The purpose of this procurement action is to establish an agreement with a local firing range contractor that can provide a facility capable of accommodating VA required training and qualification initiatives. 3. APPLICABLE DOCUMENTS: VA Use of Force Policy, Training Unit 19. 4. REQUIREMENTS: Firing Line: The Contractor shall provide a twenty-five (25) yard outdoor or indoor firing range facility consisting of at least ten (5) individual shooting lanes suitable for conducting all VA training and qualification requirements for pistols and shotguns. The Contractor shall allow VA to operate motor vehicles on the firing line during training if an outdoor range is provided. Training Days: The Contractor shall provide firing range facilities a maximum of 4 days of the month (Monday through Friday) throughout the year and will be scheduled in advance with the Contractor as required. VA typically conducts training during business hours but accommodations for afternoon weapons training after the hours of darkness must be made during the months of January, February and March of each year unless an indoor range is provided in which case emergency vehicle lighting will be supplied allowing simulated night fire. Ammunition Compatibility: The Contractor shall provide a firing range that will accommodate standard lead and if an outdoor range is provided frangible ammunition will be allowed. Training Room(s): The Contractor shall provide a classroom suitable for twelve (12) officers for one hour of training at the beginning of each training day. The occasional need for additional classroom space varies depending upon quarterly lesson plans and will be scheduled in advance with the Contractor as required. Training Interruptions: On-going training is not to be interrupted, except in the case of emergency or a pre-arranged agreement between the VA range master and the Contractor. 2 Performance Interruptions: The contract is not to be interrupted, except in the case of emergency or a pre-arranged agreement between the VA Contracting Officer's Technical Representative (COTR) and the Contractor. Licenses and Permits: The Contractor shall provide all operational equipment, licenses and permits necessary to accommodate the requirements of the VA Use of Force training program. The Contractor shall also provide for all equipment maintenance and supplies, air quality testing and custodial services and supplies necessary to maintain the facility. Policing of Brass: The Contractor shall arrange for the retrieval of spent brass from the firing line. Weapons and Equipment Cleaning Tables: The Contractor shall provide tables suitable for the cleaning and maintenance of VA weapons and equipment. Health and Safety: The Contractor shall provide a firing range that meets, or exceeds, all Federal, state and local requirements addressing health, safety and environmental requirements. The Contractor shall provide a facility that meets or exceeds OSHA established standards for safety, health, noise and air quality at all times. All measurement, testing and maintenance shall be in compliance with all manufacturers' recommendations and OSHA standards. All surfaces within the facility shall be maintained free of all lead contamination. Restrooms: The Contractor shall provide two (2) rest rooms (one male, one female) for VA personnel participating in training and qualification activities. The restrooms shall be maintained free of lead contamination in accordance with OSHA standards at all times. 5. GOVERNMENT EQUIPMENT: Co-mingling of VA Controlled Property: VA property that is present while the range is in use shall not be commingled (intermixed) with Contractor-owned or private sector patronowned property. Mobile Light Generators: The Contractor shall allow VA to place and operate mobile light generators on the firing line when conducting night-time weapons training if an outdoor range is provided. 6. PLACE OF PERFORMANCE: The firing range facility shall be located in King County and not be more than thirty (30) miles from VA Puget Sound Health Care System 1660 South Columbian Way Seattle, Washington 98108. 7. SPECIAL CONSIDERATIONS: Vehicle Parking: The Contractor shall provide sufficient and safe parking for twelve (12) VA vehicles when USBP is scheduled to use the range. 3
