Description
The Naval Air Systems Command (NAVAIR) and the PMA 251 Aircraft Launch and Recovery Equipment (ALRE) program office, are seeking eligible firms capable of providing an Electromagnetic Air Launch System (EMALS) and Advanced Arresting Gear (AAG) system for the CVN 80 aircraft carrier. Based on a review of industry responses to this Sources Sought Synopsis, NAVAIR will formulate an appropriate procurement strategy. This office anticipates award of the contract(s) for this requirement starting in FY17 in order to support the procurement of long lead time material as necessary and Required in Yard Dates (RIYDs) for EMALS/AAG equipment beginning in FY2022. The following documents will be made available upon request in order to assist companies in providing a response to this sources sought: NAWCADLKE-MISC-481000-0069, System Specification for the Advanced Arresting Gear, Rev A, and the NAWCADLKE-MISC-481000-0071 System Specification for the Electromagnetic Aircraft Launch System, Rev. E. and a draft Statement of Work for the CVN 80 EMALS and AAG production contract. These documents are marked with Distribution Statement D, which limits distribution of the document to United States (U.S.) Department of Defense (DoD) and U.S. DoD contractors. They may NOT be distributed to foreign contractors/foreign nationals. As a result of this constraint, they will be made available to U.S. DoD contractors through the AMRDEC Website. In order to gain access, please provide your Cage Code and e-mail address to Ms. Gail Lainhart in PMA-251 at gail.lainhart@navy.mil or phone (301) 757-6999. Once Ms. Lainhart verifies your Cage Code, she will issue an e-mail to you providing the ARMDEC link and a unique password to be used to download the documents. Once you have downloaded the documents, your password will expire. THIS SOURCES SOUGHT SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool utilized to determine the adequacy of potential sources prior to determining the method of acquisition and issuance of a solicitation. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested firms submit a brief to NAVAIR contracts (AIR 2.2.2.3), to include a capabilities statement package of no more than 20 pages in length, single spaced, 12 point font minimum, providing commercial product information, if applicable, and demonstrating product capabilities in response to the NAVAIR requirements listed above. The brief must address the following information as a minimum: (1) prior/current corporate experience performing efforts of similar size and scope, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, a point of contact for the Government with current telephone number, a brief description of how the contract referenced relates to the requirements described herein; (2) company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small business status; (3) any Government Furnished Property (GFP) required to perform this effort, technical data/drawings, and/or Government Furnished Information (GFI), to successfully perform the above requirements. The capability statement package shall be sent by mail to AIR 2.2 contracts, Code 2.2.2.3, Al Hensler, 47123 Buse Road, Building 2272, Suite 453, Naval Air Systems Command, Patuxent River, MD 20670. The response may also be sent via email to Alfred.Hensler@navy.mil. Submissions must be received no later than 4:00 p.m. Eastern Time on 07 December 2015.
