- Questions and Answers: October 21, 2015 1.Will bids ONLY from veteran owned businesses be accepted? Yes, per public law 109-461, "Awarding contracts to the SDVOSB's is the highest priority with the small business program for the VA". The Veteran's Affairs agency must set-aside requirements for Service-disabled veteran owned small business if market research shows there is competition available among SDVOSB's. Unlike other agencies, the VA must give SDVOSB's preference over GSA schedule holders and other small business categories. 2.Is a site visit scheduled to view the floors in the buildings on the property? It is likely that a site visit will be scheduled and built into the upcoming solicitation. This is just a formal inquiry sources sought notice. 3.What is the sq ft breakdown for carpet, ceramic tile, and VCT for each building? Brief Description of Service* Service Contract to correct the condition and the appearance of the floors throughout the Phoenix Veterans Hospital located at 650 E. Indian School Road Phoenix AZ 85012. Below is an approximate cost calculation. 1. Strip and Refinish yearly VTC Floors (400,000 sq ft per year) 2. Carpet Cleaning monthly as required 20,000 sq ft per year) 3.VCT-Scrub & Recoat (Monthly) as required (400,000 sq ft per year) 4. Burnishing (Weekly) as required (800,000 sq ft per year) 5. Ceramic Tile (Monthly Scrub) Approx 100,000 sq ft per year) 6. Upholstery Cleaning (Monthly) (approx 3000 pieces) 4.What type of carpet is in each of the buildings? Standard commercial carpet or carpet squares? Standard commercial carpet 5.How many upholstered chairs need to be cleaned per building? Approximately 700 chairs. Note the chairs are a combination of fabric backs and vinyl seats or all Vinyl or fabric. Some will require spot cleaning and others complete cleaning. 6.Is a set aside available for female, minority-owned small business that utilizes only certified green chemicals that leave no residue and have no odor for stripping, waxing, and carpet cleaning? If two or more SDVOSB's could not provide this service then other socio-economic factors would be considered 7.Who currently holds the contract? This is a one-time 6 month requirement with a one-time 6 month extension option to provide "gap" coverage for these services for PVAHCS. This work is typically done in-house by federally employed employees 8.What is the current ANNUAL contract pricing? Since this work is currently done in-house and there is no current contract holder, no pricing is available.
