Description
This is a notice of the Government's intent to issue a Small Business Set-Aside solicitation for the purpose of awarding an Indefinite Delivery Contract type Multiple Award Task Order Contract (MATOC) with a total capacity of $245M. This MATOC is for a Two-Phase Design/Build General Construction for Trainee Barracks Upgrade Projects (TBUP) Primarily at Fort Gordon, GA. The awarded contracts will be for a base period of two years with three (3) one-year option periods. Task orders issued under these MATOCs will be firm-fixed price. Work will primarily be performed at Fort Gordon, GA but may also be performed within the South Atlantic Division Area of Operations (North Carolina, South Carolina, Georgia, Florida, Alabama, and Mississippi). Up to eight (8) offerors may be selected from Phase I for Phase II competition. Up to five (5) awards will be made from Phase II. The awarded contracts will be for a base period of two (2) years, plus three (3), one year Option periods. Task orders issued under the MATOC will be firm-fixed price. All MATOC awardees will be given fair opportunity to compete for each task order. Description of Work (MATOC): The work under this contract will primarily be limited to construction of TBUPs including but not limited to: rehabilitation, building additions, maintenance or repair of situations relating, site work, mechanical systems, plumbing, utility systems, structural, architectural, electrical, HVAC, instrumentation, security and safety areas of barracks or administrative facilities in a cost effective manner; under FSC: Z2FC. Evaluation Criteria: The Government will use a Best Value Trade off evaluation process in rendering the best value decision for award of this contract. Only those offerors whose proposals provide the best overall value to the Government will be selected for award to the MATOC pool. The evaluation factors and their relative importance for this solicitation and evaluation process are as follows: Non-cost Factors: RELATIVE IMPORTANCE OF FACTORS for Phase I: FACTOR 1: PAST PERFORMANCE. This factor is more important than Factor 2. FACTOR 2: DESIGN EXPERIENCE. This factor is less important than Factor 1. RELATIVE IMPORTANCE OF FACTORS for Phase II: FACTOR 3 (Design Technical - Building Function and Aesthetics) will be equal in importance tomFACTOR 1 (Past Performance) and both are more important than FACTOR 2 (Design Experience) and FACTOR 4 (Design Technical Approach - Quality of Building Systems). FACTOR 4 - (Design Technical Approach - Quality of Building Systems) is more important than FACTOR 2 (Design Experience). PRICE: All evaluation factors, other than price, when combined are significantly more important than PRICE This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is anticipated to be available approximately November 6, 2015. NOTE: The Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. Information on the PROPOSAL DUE DATE will be stated in the solicitation. NOTE: Any prospective Offeror must first register in the System for Award Management (SAM) at www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors that have an existing FedTeds account should be able to use their existing logins to search for the solicitation number once it is released at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the Fed Biz Ops site. It is the Offeror's responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation.
